(Final?) Tuning of Ideologies, Freedom

I wonder if the best approach would be for a few t1 and t2 tenets to switch locations. We could move Universal Healthcare and Urbanization to tier 2, and move capitalism and new deal to tier 1. This would better align the power levels

What about the timing, though? I can delay producing hospitals if I know I'll get them free at tier 1. But if it's tier 2 then that's a long time to wait for those free hospitals.

I've never found the hospital to be an essential piece infrastructure, the only reason I ever give that technology much priority at all is for the statue of liberty.

But I was just throwing the idea out there, maybe its not the right approach
 
When did specialist get a food increase?
Was always the case in VP. (I guess it was introduced in CPP in the same time as the increasing of specialist yield with tech)
You can find the values on the civilopedia.
If I remember correctly :
Ancient : 1 food (so cheaper than regular citizen)
Classic : 2 food
Medieval : 3
Renaissance : 4
Industrial : 5
Modern : 6
Atomic : 7
Information : 8
 
Well hot damn, I have never really understood the avoidance of specialists until now. I've almost though they were worth the cost but at 3 or 4 food it's a real decision.

Here's my feedback and suggestions about the current freedom:

Tier 1
(A) Avant Garde, Covert Action, Universal Healthcare.

(F) Creative Expression: +1 culture from great works. Amphitheaters, Broadcast Towers, and Opera Houses gain +2 golden age points
Suggestion: +2:c5culture:, +2:c5science: from GW. +2:c5goldenage: from Museums, Broadcast Towers, Opera Houses, and Ampitheaters.
Why: I think this one should buff mainly GWs.
This "+2 :c5goldenage: +2 :c5culture: from Museums, Broadcast Towers, Opera Houses, and Ampitheaters. +2 :tourism: from :greatwork: Great Works" is interesting too.

(C) Economic Union: Receive an additional trade route. +3 gold from trade routes with civs following freedom
Suggestion: Just increases the gold and/or targets, something like "+1 TR, +3 gold from International TR, +6 gold from TR with allied city-states and +6 gold with Allies/Freedom".
I don't think a free GM is a good idea here.

(A) Urbanization: +2 food from farms, camps, plantations and all unique improvements
PS: If I wold change anything on this one, would be make it apply to GP improvements too.

(A-) Volunteer Army:
6 units are maintenance free. Recieve 6 foreign legions immediately
Suggestion: As everyone said just add "+6 unity supply"


Tier 2
I like the way things here seem strategy focused because you can choose up to 4 from 7.
(A) Arsenal of Democracy, Civil Society, Their Finest Hour, Universal Suffrage, Transnationalism.

(F) Capitalism: 5 specialists in each city no longer cause unhappiness
Feedback: It fits well with Capitalism but needs something. Maybe increasing the number of specialists could help (maybe 8 or 10) and add another bonus

(C) New Deal: Landmarks and great person improvements produce +4 of the appropriate yield
Suggestion: Probably, just buff it to +6 or +8; another way is add +2:c5food:, +2:c5goldenage:.


(A+) Tier 3
Here I rate everything as an A+, need to see the other ideologies :).
Treaty Organization can also really help you to take control of the WC.
 
If it doesn't break the no new code rule, Capitalism should do something like halve unhappiness from specialists. At a per city not being unhappy its very similar to other policies. I usually don't have much issue with urbanization anyways

Or add a free great merchant, and double the gold for expending great merchants
 
On Urbanization: Maybe it should include Pastures.

Capitalism reducing unhappiness by X Specialists makes more sense for a wider empire, or the other 2 Ideologies.
 
Does anybody else feel like Covert Action (the spy/ rigging election + coup tenet) is overpowered now that coups are included in the double strength? In my experience, level 2 spies (National Intelligence Agency!) suffice to have coup chances over 100% without having invested in city states at all. At the moment, you can basically take this tenet, put your spies in all city states available, and a few turns later, ally them all, regardless of thousands of AI influence before the coup.

In my opinion, this should be nerfed somehow, e. g. by capping the coup chance at the usual maximum value (90%?).
