even without Financial you can get 2f2h8c Grassland river tiles (town with US and Free Speech) so 2f1h3c is nothing to write home about ... its ofcause decently good if you have nothing better, but that doesn't mean its anywhere near top brass

Dutch UB just makes Ocean titles less crappy ... they doesn't make them good

not everything can becompared besst scenario vs best scenario. not EVERYTHING is grassland.

is an all grassland city cross better than an all coastal city cross? yes ofcourse... but thats not how most cities are. you have to also consider the other possiblities.

in other words. I never said ocean tiles were the best possible tile a city can have. i simply said that if you have several cities with a lot of ocean tiles the dutch can make far better use of those ocean tiles than any one else.
