I'm not 100% sure, but I think the "financial" victory is already coded in bts, for the crossroads mod, as you have noted. In that case you could just use that dll, (and or source), then just add in the xml stuff, and it might work.

I haven't really played around much with that though, so its just a guess.

you should investigate that mod more if you want to use a similar victory condition.
