Fish in the ocean area... what do i do?

I see A LOT of resources out in the ocean area, but my working boat can only sail on coasts... how am i suppose to reach those resources...?

Grow your borders! A work boat can enter oceans squares that are inside your borders.

Well if they aren't in your borders, you can't get resources anyway, right?
