I am unsure whether this qualifies as a bug, given the following:
* Civilopedia entry for puppet cities states: "It makes the buildings it chooses and it creates no new units or wonders at all."
*The Apollo Program is listed as a "Project" under the civilopedia section "Wonders"
*The Apollo Program shows up under "Wonders" in the city production screen

* Load "Apollo Puppet TurnBefore.Civ5Save"
* Brussels is one turn from finishing Research Lab
* End Turn
* Brussels should now be building Apollo Program

In this particular game I am not going to complain as I was planning on annexing Brussels to start building it anyway, as it is the best production city in my empire. Had it been some low production puppet city though, I would have been unable to build it in any of my other cities without annexing it and taking it off the production queue.
