[FIXED] Siam bonus not working at all (with savegame)

magnus checked this issue in between, it seems indeed to be fixed.

As of the new patch, version 1.0.1.332. After being friends with a cultural CS, modifier is messed up when relations returned to neutral. I was "gaining" -2 culture per turn. (I say gaining because it says in green +-2)
