He wouldn't hsve to even build that wonder, he could have built it's baby brother, 3 workers... What he didn't need to do was build his cities infrastructure up for size 20 population, while his other cities languish in the jungle.

I agree. You should avoid working unimproved tiles where possible. A jungle tile is a poor tile to have in a city's BFC. A cleared jungle with a cottage is a good tile to have. A good rule of thumb, that I have seen often on this site, is to aim for 1.5 to 2 workers per city in the early game.
