The thing I would worry about with going ICS in corrupt areas is what would happen to my production in the core if I had to go commie. A good old 7 - 8 good tiles / 12 total tiles per city sort of arrangement would do me. Hospitals in corrupt cities
In my current game, I have an almost fully corrupt city (63 commerce, 58 corruption). It's got 14 flood plains tiles (2 with wheat) all irrigated and railroaded, and it's size 34 or 35 and is still growing every 4 or 5 turns.
I can handle Emporer, just don't like the production bonus' that the Ai gets. So I usually tend to play Max-Aggressive Regent or More-Aggressive Monarch.
