Update your directX, all I did was download the software at this link using IE:

I didn't even have to re-install anything (even though I got the source error when installing the patch), and CIV 4 was updated all by its self.
It only took me an hour to figure this out, but it would of been nice if this was made clear in a sticky post. It seems that lots of people had this problem.
I am running on Windows XP.
