Forts = canals???

I don't want you to be too dissappointed, so I'll tell you that we are not sure that forts can be built outside cultural borders. There have been some comment suggesting the possibility, but we just don't know yet for sure.
 
In a normal game this may not be possible, but with scenarios, there may be the potential to 'twist' the rules a bit.
 
Even if you could combine forts with every other terrain improvement, then you would still not want to build forts on every tile. It would leave your civilization more vulnerable to invasion than you think. An offensive stack could enter your borders (you can't possibly defend every tile of your borders that well that no offensive stack can enter) and then enjoy the defensive bonus of the fort. It would make removing that stack from your territory even harder.

If that were to be the case, then it would remind me a bit of Civ2, where the AI would build forts on several locations in their territory, allowing you the benefit of those forts when you captured them.

Quick question -- do enemy forces stationed in a fort in a DIFFERENT civ's cultural borders get the fort's defensive bonuses?

For some reason, my instincts tell me no -- at least not for Civ IV/Warlords....

I am also guessing that it would be the same in BtS, since otherwise you'd have the weird situation of air units landing in forts in enemy territory.....

Someone please correct me if I'm wrong!

That actually wouldn't be too wierd, because those air units are Totally Defenseless unless you also have ground units in the fort. (try landing air units/harboring naval units in the city of someone with Open Borders with both you and your enemy-sure fire loss.)

Yes, but it might be hard to teach the AI the distinction.
 
*sigh* How I'd LOVE to see ships travel rivers inland...

In real life, mankind can dredge rivers so they become navigable. Workers can make rivers navigable after researching "Dredging" (or another similar technology) for 50 gold per tile. Sound fair?

I don't know if 2 tiles will be adequate. If someone had the money, they'd be able to build a canal from the Baltic to the Adriatic. In fact, have you ever heard of the "Grand Canal" in China?

So you see, I'd love to also have standalone canals for land-gaps that are greater than 2 tiles wide. I think 250 gold per tile for standalone canals would be adequate, would it not?

For water gaps, we ought to be able to construct long bridges and tunnels. The new Hangzhou Bay bridge is 22.37 miles long, and the Channel Tunnel is 31.35 miles long.
