@Cozzolino It would mae the mod very complicated. Moreover, scouting is very important in the game beginnings. If you set such restriction, then it will be useless when you find new player. How many turns does it take to make friends?

I meant improving tiles. Sorry for confussion. I don't know it they are restricted to your tiles only. I will try that later.
What about later units after scout? There were some ideas to restrict them from geting this ability.
For explorers and zeppelins it's fine. I don't know about parathroopers and x-com... You would have done scouting at this point anyway and border expand won't lock your unit, because everything would be covered. These would mostly be used for surprise pillages and plunders, so it'd be ok if paratroopers and x-coms couldn't enter a territory without open borders.
What do you think of giving an ability to cross borders to work boats? It cannot be exploitable in any way and it would fix that annoying problem when you are about to move work boat from another city, but AI founded a city and the path is blocked.
I don't know what is the cause, but do you use this? As shown in 1.png/2.png the pathfinder and recon is blank. But for 3.png the warrior is displaying without issues as do other unit lines.
