Free units by population (Policy tags) don't work; workaround?

These Policy tags all appear non-functional (tested in G&K) and aren't used (in either expansion):

BaseFreeMilitaryUnits
FreeUnitsPopulationPercent
FreeMilitaryUnitsPopulationPercent

(BaseFreeUnits does work.)

But what I want to do is reduce military support costs as a function of population (with specific military policies). Does anyone know a Lua way to do that, even an indirect way?
 
Care to explain more precisely what are you trying to achieve?

Is it a policy that reduces/removes gold maintainence of several (military) units based on population (or other factor, it is irrevelant)?

I can't help you then (I have never even noticed that free units are related to population!), good luck. Though It is always possible to add freeunits with fake policy (based on Freedom tenet, volunteer army?)
 
If I understand correctly, you get some free units as your population grows larger (is this correct?). What I wanted to do is increase this effect even more as you adopt militaristic policies.

Well, UnitGoldMaintenanceMod is used by Firaxis scenario (so presumably works). Perhaps this is close enough to what I want.
