That's pretty much what I was planning. Resources like ammo and fuel will change position often, where as resources like police and airbase won't ever change position.
In regard to the sewers, I was going to have an improvment called sewer or manhole that would act like an airport. For the Soviets they would have the same thing, just it would be called Chopper Base or something like that.
