Fixed a typo where Freedom incorrectly stated it was mutually exclusive with Order (these have never been mutually exclusive in VEM).

Weeeell, Freedom no longer says it it doesnt work with Order, but Order says it doesnt work with Freedom. Also get notification saying that Freedom will be disabled if I get Order....

Is it just me getting this? I think I remembered to clear cache...

Gem 1.13.4/Civup 2.5.2 Update.

Whilst this particular BUG is no longer around there still is a related one with regards to Freedom/Order.

Since these two policies are no longer mutually exclusive there shouldn't be the diplomacy hit when another Civ takes an 'opposing' policy to you.

eg. Currently I have taken Order and since Greece goes for Nationalism (Autocracy in vanilla) there is a corresponding hit in our diplomatic stance. Greece went from Neutral to Hostile and also denounced me.
However China has taken Freedom and since there should be no conflict with these two policies you would expect no change in our diplomatic stance. Wrong. She too has this policy conflict listed in the tooltip that shows over the 'Stance' in the diplomatic screens.

While we are at it perhaps a tooltip on the Policy screen that says which Civs have the opposing policy if you mouseover a policy and a reminder of the diplomatic hit it would bring.
