Is it possible to play the 3000 BC start as the French and still build Notre Dame? After half an hour of waiting each time to spawn, I've had India build it twice within fifteen turns of starting. The last one I tried, Rome already had built it when I spawned. If I play as another civ before switching to the French, I can't reload, so I can't try to win that way. Anybody been able to do this?
The half-hour wait to start a new game every time is very frustrating.
It's been a long time since I last played civ4, but there should be some config file, where the prerequisites for each building are stored. And then you can change them to something the AI has no chance of aquiring before you spawn.
I've had the same problem with the French UHV. If you play as another civ before switching to the French, and you research the tech needed to build it, be sure not to trade it to ANYONE, or they will build the damn thing. But yes, it's definitely a problem when events prior to your spawning render your UHV impossible.
At some point the prerequisite for Notre Dame was changed from Music to Engineering. The UHV was probably balanced with Music in mind which is a lot easier to get first from the French starting date.
How is this wonder even possible to build as the French? In the last 2 games (600AD) I tried it was built by the Byzantines in Byzantium before I even got half-way into engineering. And yes, I did beeline it and had many scientists working.

You have to research Engineering first and whip your cities for cultural buildings. And hope to get
a GE. I play as the French a lot and usually build Notre Dame in time. And I've had 5 UHV victories
as the French on Monarch with a 600AD start. The earliest was 1768. Never tried 3000BC though.
What would be the point in a half hour wait? The French UHV, in my opinion, is the easiest UHV
by far. Closely followed by Turkey, though IMO.
In that game I mentioned I built the Eiffel Tower in 1768 and so finished the UHV. I had already built the Statue of Liberty about 1720. It can be done.

Sorry I misread that. I thought it was still about Hegix's problem with the French.
That was a quick one. So who actually built it in 1753 in your American game?
From my experience i can say that Byzantinum will always build notre dame if they pop a great engineer. I noticed that when i was aiming for a french emperor uhv.
Byzantinum built notre dame and i went back to the last autosave and checked with the worldbuilder: they were building some military unit.
On the next turn they got a GE and then one turn later they interrupted the military unit and instantly built the wonder.
