Function locks after selecting starting hex

I can get through starting selection, and the loading screen. But once I've selected a hex to start my colony the "Next Turn" button comes up but nothing happens, and I can't select any menus on the screen from this point forward. When I try and exit to Windows or the title screen the game freezes and must be shut down through Task Manager.

My nvidia drivers are up to date, and I'm using a 480 GTX, so the DX11 issue that others have had shouldn't apply. I've attached a screenshot of what happens directly after I select a landing space.

Testing steps taken:
- Tried with and without Landing Animations
- Tried on all map sizes
- Tried with different leaders & starting selections
- Tried Uninstalling/Reinstalling
- Checked all drivers to make sure they're up to date
-- Rolled back nVidia drivers
-- Reinstalled nVidia drivers from scratch
- Checked install/data integrity through steam

I am curious why there are two 480 GTX listed? If you have two cards, then that is fine. However if you have only one card, windows may have set up a virtual card that does not exist and needs to be removed.

Also, if you have not checked, go into the Nvidia Control Panel under stereoscopic 3D and make sure the box is un-checked that enables it.
 
The 2 cards on there, technically is giving my single card, and how its outputs are applying to my 2 monitors (if you look, you'll see that the devide MAC is the same on both). As a side note, I've added to my tests:

- Single monitor vs. Dual monitor
- Fullscreen vs. windowed

I made sure that the stereoscopic 3D is off, that's murdered performance on a few of my other games as well, and I really gain no benifit from it, so I've had it off for a while.
 
Bad news everyone,

I just did a fresh install of my OS on some new hardware, reinstalled BE and it's still causing the same issue.

This means that it's narrowed down to BE having an issue with my GPU or my RAM. Obviously I'm leaning towards my GPU, but since it's above the cut for the DX11 issue I'm a bit perplexed as to cause or solution.
