Well it's true music has generally been pretty lame for decades now.

Music has not been lame for the past few decades. Okay, some newer things today are pretty bad, but there were some pretty great bands in the 80's and 90's. (Genesis, Tears for Fears, Journey, Ozzy Ozbourne, etc. )

And if anything, I think that "Shout" could have served as an anthem for the 80's.

Those guys were alright but not in the same league as Pink Floyd or the Beatles nor did they attain much lasting popularity.
