Spoiler :It was an imagining problem. Exit to main menu and reload game and the rice shows up properly.

I would have picked the forest near the two gold tiles and then placed another city in the forest to the left of the single gold tile to the south.Settling on the gold there does look like a good move though
I would not move away from that food as it may be the only food specials and it would be needed here. My settle gets the clams for the southern city and allows the northern city to farm borrowed floodplains.
