Maybe she had "The Harbormaster" quest? And Caravels can be upgraded to Attack Submarines which can move through Impassable terrain.

Or she could just build a fort on the tile to the right of Nemetocenna. I guess the AI doesn't know how use forts properly.

No. I suspect it's because it was destroyed due to a volcano event which happened on the mountain in my territory.
Unfortunately for the Greeks it didn't seem to discriminate between my improvements and theirs.
