Would have loved to but AW was a commerce city in that game, it just didn't have any practical production to build it- which was a shame....

Because of balance! That way they are able to be immune to collateral damage, as well as they fit their slot being ultimate when defending against Infantry, but not-so-good against Marine. I think that Firaxis has wanted them to be without City Garrison promoting possiblity.

There's an easy way around that: build CG Grenadiers and then upgrade them.

There's an easy way around that: build CG Grenadiers and then upgrade them.

Yes there is, as well as possiblity to get CR Gunpowder units, but not giving those units ability to get those promos as themselves sounds like something that's done because of game balance.
