Drewblose is right... but as I already stated in a previous post, both farm and fort need to be in your cultural borders and the fort must be trade route reachable ( a city in that spot would have the possibility of having trade routes with the rest of the empire )
 
Previous turn I saw Shaka's fleet coming and he had something on his hands.
Cathy has also her hands full for ages, but nothing has happened yet. (I expected a sneaky attack from her.)
So, I signed a defensive pact with her.
Next turn (see picture) I hear the war trumpets, Shaka dumps his army at Russia and I've got 2 headaches less. :lol:

So... a corn fort WILL give you :food:, but an oil fort won't give you :hammers:? (And I know, I've tried, or I've lost my mind).

Wow programing error and hilarious.
 
not worldbuilder... A graphical glitch caused a forest/grassland to look like a mountain instead; when I reloaded the game, the mountain was gone.
