Because you are not allowed culture past 1 ocean tile... That "reef" is only 2 tiles of the coast (of the other island tho )

A funny thing that happened to me yesterday. I had Immortal rushed my continent early (playing as Darius), had a huge tech lead, most of wonders etc. Apparently Gilgamesh had decided to invade me but his 2 or 3 invasion fleets got destroyed by my Privateers. After I lost or upgraded them he managed to send another fleet (of course, he made a DOW next turn and his attack force was easily destroyed):

The problem was that only the first invasion could make trouble for me. The best units Gilgamesh could send were Riflemen, Cavalry and Trebushets and you can see my garrison in the city 'in danger' (the Swordsmen are CRIII ones and wait to be upgraded directly to MI). All 3 Destroyers are Blitz ones, upgraded from Privateers.
