Can you get a SGL from researching a future tech? My experience is that you can't, but I don't know if anyone else has gotten a SGL this way.

Err, if you are to the point where you are researching Future Tech, I don't really think it matters if you get anymore Scientific GL or not, lol. You oughta be done by then, or just about.

Still an interesting and poignant question. Could certainly come up in a mod or situation where many victory options are disabled.
