Galaxy scenario with Terran Empire

I am not a modder at all, however i love playing the Galaxy scenario and would love it if someone could add the Terran Empire to replace United Earth. I don't know what that would do to the built in alliance between Vulcan, Andorea and Tellar, however if someone could set it up for the Klingon's and and the Cardassian's to form a similar alliance, i think that would make a great game. Like i said, i have no idea how to mod it, but if anyone here that does would like to explain it to me or just do it, that would rule.
