Galeas enters deep ocean hex

Exactly as the name suggests, I just watched Montezuma's Galeas enter a deep ocean hex, and the Civilopedia specifically says a Galeas CANNOT enter deep ocean hexes UNLESS it is owned by Polynesia.

Can someone please explain this screenshot then?

ugh, nevermind, I guess if you own the tile you can enter it.. WTH? delete thread please

Any civ can enter an ocean tile that is inside its culture borders.
