Game doesn't start up for friend

Athlon 64 3000+. 1gig ram. 256mb. Windows XP Prof with ATI Radeon graphics card, he does not know what version.

That is my friends specs. He cannot run Civilization IV, it goes to the loading screen (Not in game, the one to boot up Civ IV) and it loads at lightning speed. He then gets an error about XML and it exits out Civ IV

Any help?
