The warmonger penalties could definitely use some fine tuning, in fact I'm considering starting a dedicated thread for that topic since it has such an impact on the state of the game right now.

I stopped playing because of this warmonger penalty
i got denounced by the entire world because i atacked brazil and liberated my city state. not fun at all.

In a other game as japan i used the formal war option denounce a civ and then declare war after 5 turns i didn't ake any cities just wanted to pillage improvement suddenly entire world denounces me in the modern era people still hated me just for atacking one time in the medieval era i by the way you are not the only one
