Game start up issues

I am having issues when attempting to start up Civ4. It appears to load fine, then the screen goes black for a sec, as though the game is about to start, then it just disappears for some reason. I have tried several times with the same result. I have latest patch for the game plus the latest driver for my vid card.

Any suggestions would be helpful.

Let me included a little more info.... I use to play the game prior to me upgrading my MB, CPU, Video card.. fresh windows install. Its been 5 months using the new comp and wanted to play Civ4.

Civ4 seemed to install correctly but there was 2 errors upon loading, like maps, but the rest of the install was fine. The game would start but crash and give an error. So I look up the problem I had when I was installing. Said I needed to d/l pakbuild -done-

Now when I start the game it loads like it has been but the window just disappears, not minimized, just disappears. No error message, nothing.

I have already tried to reinstall a couple of times and made sure I had updated drivers. I'm also using patch v1.61 (no expansions installed yet).

MY OS is WinXP Prof
 
Noticed using incorrect patch so upgraded to v1.74.

Now when I attempt to launch the game I get:
The application has failed to start because D3DX9_32.DLL was not found. Re-installing the application may fix this problem.

Checked on the web about this issue. Says you need to update to Directx 9.. which is crazy since I have like Directx 11 or something like that.

So I d/l this D3DX9_32.DLL file and placed it in the windows/system directory.

Upon start up I am now getting this error:
Error loading shader libraries.

If its not one thing its another.. I'll have to work on this later for this issue.
 
Actually when I clicked on "To view technical information about the error report." It listed quite a bit and cannot screen shot it on one screen but several. However, there was a temp file created which I attached to this post. I hope that is the info you were requesting... if not i'll try posting all the screen shots of the info (several).

I'd just be interested in the top part of that screen - without scrolling - but I *think* the temp file solved it:

open my games\sid meier's civilization 4\civilizationIV.ini in any text editor and set
nointromovie = 0
to
nointromovie = 1
save and the game should start :)
 
Did that, nothing changed. Same crash. Here is the SS.
