Game won't launch, Help.....

So Civ 5 will not launch at all for me, I don't even get the DX selection window. I have tried multiple "fixes" that don't work. I have already tried the ones in your FAQ section, no luck and now Total War Rome 2 is doing the same thing. Full system specs listed below, any help/advice is greatly appreciated.
