game wont launch

i just bought a new laptop, and installed civ 5 on it. i get to the screen where it says to pick what direct x version to use and once i pick nothing happens, no error or anything, it just wont load up. dont know if its something to do with that this is a 64bit comp..also ive civ 5/steam installed on another pc
specs are acer aspire dual core 1.9ghz
64 bit
3gb ram
intel gma series 4 chipset
250gb hdd
 
A few things to check:

1. Is the process still running? If you launch Task Manager you should see a process steam.exe or Civ5(something).exe.

2. I had a similar issue where the game would not appear to launch. I downloaded the free TCPView (http://technet.microsoft.com/en-us/sysinternals/bb897437.aspx) and found that what was happening was that steam.exe was downloading lots of data, updating whatever it needed to update. I let it cook for a long time and eventually it worked OK.

And +1 to The_J's response: "more specific please". What symptoms are you experiencing? It took me 2 days! to launch Civ5 from a recent fresh install, and I have copious notes on all the little diagnostic steps I took.
 
If you have an intel "graphics" card you should be glad if it can run games a few years old or which don't have a lot of requirements (like Minecraft or Defcon or Max Payne 2). I'd be surprised if any intel card can run Civ5.
 
never mind, ithe problem was more obvious than first thought: steam didnt download all of the files -_-, also apparently the chipset ive got intel mobile series 4 gma (64mb dedicated 1700 shared) .. is fairly capable in games, as it claims it can run call of duty 4 and various others which im pretty sure have higher graphical demand. thanks for the help anyway.
