Game won't run: 'just-in-time debugging not enabled'

"An unhandled win32 exception occurred in Civlization4.exe [3980]. Just-In-Time debugging this exception failed with the following error: No installed debugger has Just-In-Time debugging enabled. In Visual Studio, Just-In_time debugging can be enabled from Tools/Options/Debugging/Just-In-Time.

The number (3980) differs between attempts. There is, by the way, no such option in my Visual Studio 2005 beta 2.

It appears that no My Games folder has been created. The shortcuts are there, but not the folder.
 
OK, I understand that that does not happen before the game runs for the first time. So I cannot provide a log, period.

Installed the DirectX files from the DVD: no good.
Did the unpacking thing: no good.
 
Try to delete the whole CivIV forlder (in myGames) and start again, see if that helps.
 
Done that 4 times already.

System Requirements Lab: "Congratulations, you can run this game because your system meets the Minimum requirements."
