Hello there,
This is the first post regarding a mod that I'm developing, which aims to create a post apocalyptic world in the vein of the popular Fallout games. The primary inspiration for this mod is a long running Gamma World d20 campaign I created, but I'm going to draw stylistically on Fallout for the most part.
I started working on this mod over a year ago, when I was having a nostalgia trip playing C3C and stumbled upon a partially completed Fallout mod for that game. It was playable, and I tinkered with and enjoyed it tremendously, but it left me yearning for more. Many of the mechanics and elements of that game gave me ideas for concepts to implement in this mod.
The final product will be a mod that focuses on slowly rebuilding the wastelands, improving terrain in multiple steps and rediscovering lost technology. Early survival will be much harder than in classic Civ, I'm currently doing my best to balance the rewards of exploring the wasteland with the risks of annihilation by rogue robots, marauding raiders, etc.
Theme/Flavor:
This mod will bring to life the world of my Gamma campaign, set in the American Northwest, long after modern society was nearly obliterated in a series of wars which are now known only as myth and legend to the survivors' descendants.

UPDATE: Changed my mind, I like the flexibility of Civ 5 better. It slows down my work learning the new system, but this is moving over to the newer platform. I'll put up a link momentarily.

Core Concepts:

Population for Units - Every unit will drain population from the city it is built in. Certain units (settlers, workers for now) can rejoin cities to increase the population. This was a mechanic I liked in Civ 3, and it also creates a very real sense of just how limited your tribes' numbers are. I'm adjusting food production levels to balance the growth rates.
Impassable Terrain/Radiation - Different degrees of fallout will kill units without protective gear. Exploration and research will slowly unlock certain areas of the wasteland, and eventually improved workers will be able to clean up fallout.
Minor Nations - My favorite thing about Civ 5 (after the hex grid and no unit stacking) is the city state mechanics. I am going to try to create something similar here, with the concept of minor nations that will not expand beyond a certain point, but instead seek to form relationships with other Civs that provide mutual benefits. This is completely in the "how the heck will I code this" phase of development, so input is welcome if anyone has tried something similar in the past. In terms of flavor, these nations will be independant tribes and villages, fairly generic at this point.
Exploration - Pure technological research will be less important than in standard Civ. Instead, rediscovering old technology and refurbishing lost artifacts will play a major role in Civs' progression. Certain technologies will only be available with specific discoveries, or locations under your control. Currently, I'm handling this by using unique resources and landmark terrain plots. Units can acquire advanced weapons by exploring certain ruins, much like the Lairs in FfH's spin-off, Fall Further. Naturally, extreme danger is the norm when exploring the wastelands.
