But in terms of usefulness, it's as said, best useful in the opening stage of the game. So high marks for thematic, low marks for usefulness. Also the AI struggles with this ability which is another reason to mark it down.

In my Inca game, I've been able to build incredibly populous cities through many abilities, but I believe this did the largest part of the growth.

It's a CB that comes mid game, gives a laughable reward (compared to Cyrus, Curtin and and and depends on how AI plays (and in my games, CS wars are a rare occurance after the early phases of the game. The second half doesn't really seem game changing to me.

Barbarossa: I honestly think it's about some psychological glitch that makes people downvote this LA so fazy because of that terrible city state part - while ignoring second part, one more free military policy for all governments.
Come on, I know it's not wildcard but it's still quite useful, not too much but not so badly to deserved being ranked that low.

Gilgamesh - now here comes actual garbage. Pillage sharing which requires you to stick your units very close to AI attacking the same enemy civ as you in the same time and part of the world (like really how much more impractical can it get)? No warmonger penalties for conquering enemies of your allies - this one actually sounds good until you sit down and think how rarely and randomly it would be useful in practice. Third bonus is slightly more alliance points.
Gilgamesh LA is not among the worst ones but it is relatively not very practical, highly random ability depending on very convenient timing of ally-enemy wars. Compare this with universally working and customizable Barbarossa.

Gilgamesh: I just don't like this ability, at all really. It's so niche and specific while not really giving you anything really impactful. It's kind of neat that you can get more experience points from mutually fighting barbarians or other Civs, but that's such a niche situation that doesn't really impact the game at all. The extra alliance points from fighting mutual enemies is an interesting incentive to go to war with your allies, and is a nice buff towards the Diplomatic Victory, albeit a pretty small one. Gilgabro is lucky that the rest of his uniques are just so gosh darn good that this ability doesn't have to be good.

Amanitore: C'mon guys, I get that this ability is kinda bland, but that's a lot of production towards districts. Even more if you're using the Nubian Pyramid correctly (which I also still maintain is a really underrated unique improvement). No way does this one go out before something like Pax Britannica.

People forget that the ability to generate envoys independently off the civic tree leads to suzerainty, which leads to diplomatic favor and dominance in world congress. With Tamar, declaring wars with casus belli is not to win it, it is to generate faith for a religious victory or a diplomatic victory. Once you get a target for this cb, you can just milk free faith off of them every 10 turns. The only reason it gets downvoted this hard cuz people don't like religion games, that's all.

Making a district that takes 10 turns now only take 9 or 8 turns won't even be noticed by most. It doesn't even affect the buildings inside the districts. It definitly should go before a Frederick who has an additional Military policy slot.

Some might argue that this polcy card alone might be better than the one of amanitore but after you build up your infrastructure you can change it to a money generating card like addtional resourced, less maintenance or even more science. Military policy slots are probably the worst of all slots, that doesn't mean that they are worse than an ability that looks like a mediocre policy card that you can't take out.

On a more personal note, it always irritate me to get 20% instead of 40%, which means that i will want to always place the UI next to the city center, which means that i will need to be close to desert, which sucks. Not great.

Great for religion (early pantheon, better speed for religious unit), naval domination, culture (greater chance to get a religion with choral music) and early production (no need for god king).
