Wait, why isn't Cleopatra downvoted more? Her trade route ability is comparable to or worse than Cree and Inca. I also still think Egypt is one of few worst civs in the game and I don't understand why it started getting so much better scores after very few upgrades of GS.

I checked military policies and government slots on wiki and I still think Barbarossa should survive a little longer. Yes his ability doesn't matter for military governments. But if you are Oligarchy, Merchant Republic or Democracy then you have double the amount of military policies (1->2), for Classical Republic this is (0->1) and initial gov Chiefdom gets (1->2) too.
So basically half of game's governments (before future era) get double the amount of military policies.
Many of them are (+50% to production of eras unit types) or (faster strategic res collection) and are amazing in war. But there are also those useful' in peace - barbarian combat bonus, unit maintenance discount, military buildings bonus yields, amenity or loyalty from garrisons... And you van customize it.

Saladin - Righteousness of the Faith [17] 20-3 : Cheaper faith buildings is nice, but you need to build a holy site, shrine, and temple before you can get it, and the a 10% bonus to science, faith, and culture could definitely be stronger. A 10% boost to one of those yields in a large city isn't that much, let alone that it wouldn't do much for most smaller cities.

44. Wilfrid Laurier - The Last Best West [18] 17+1 : @DWilson yah that may have been true at launch, but with the most recent buffs and changes to lumber mills, Canada is a lot better in the tundra. Tundra lumber mills for Canada are now as good as plains lumber mills for everyone else, giving Canada more options for peaceful settlement. If you pick up Goddess of the Hunt, that makes tundra camps crazy powerful. With double extraction for strategic resources and cheaper tiles on top of that, tundra tiles are a lot more than "mildly useable", but I can understand if you haven't really used them since the last patch.

It might also aid your potential enemies by granting them rewards. Alliance points are something I really don't care about.

Gorgo - Thermopylae [15] (14+1) I think this is one of the weaker abilities here and doesn't necessarily need to stick around much longer, but as this was the first civ/leader I gravitated towards I want to show it a little love. Yes, the culture from combat fades to near useless as the game progresses but it is strong when it matters; the early game. This ability allows the greek to focus on conquering one or two neighbors in the early game while still breezing through the civics tree. After consolidating an early empire, it's easy to pivot to shoring up your culture game with the Acropolis. Pericles is still the undisputed champ of the two, but I like that Gorgo incentivizes you to play a more aggressive culture game.

21. Kupe - Kupe's Voyage [5] (8-3) Like others, I really enjoy the flavor of this. That being said, not only do the bonuses you get to the first city fade very quickly, but starting in the ocean is essentially a malus which is why those bonuses to your first city are so strong in the first place.

Frederick Barbarossa - Holy Roman Empire [4] (7-3) Some of you warmongers may get some use at of this, I suppose, but I've had to watch some of my favorites get voted down in threads like these time and time because people don't play a certain way ("I don't like managing appeal", "I don't like building an early navy", etc), so I'm going to hold it to task over the fact that I get virtually nothing from this. I'm trying to think of all the times I've wished I had an extra military slot and I'm just not coming up with many (it's not that hard to just rotate in the particular cards I want, especially early game). If you don't want to conquer city states the combat bonus accomplishes nothing, and if you do want to take a city state it's not that hard to begin with. I'd happily take faster districts or buffed internal trade routes over this one, and that's not even mentioning how dull this is or how annoying it makes his AI.

Not only is it handy against an aggressive deity neighbor who wants to invade you, you can turn around and use this bonus to your advantage if you want to invade him/her.

Matthias is untouchable in the envoy game giving him strong bonuses to science, culture, gold, and production thanks to nobody bonuses. He’s also going to have the most suzerain bonuses, each being almost as strong as a mid-level leader ability. And, he doesn’t need to build his own armies, except for a few black armies/hussar for some leadership.

Getting a super-early acropolis, oracle etc... is pretty easy with Gorgo and that gives you a lot of different openings for her. Not as good as Pericles but shouldn't be getting downvoted yet.
