1. Alexander - To The World's End [22]
2. Amanitore - Kandake of Meroe [17]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra [23]
5. Cleopatra - Mediterranean's Bride [18]
6. Cyrus - Fall of Babylon [20]
7. Dido - Founder of Carthage [20]
8. Eleanor of Aquitaine - Court of Love [20]
9. Frederick Barbarossa - Holy Roman Empire [17]
10. Gandhi - Satyagraha [8] (11-3) The bonus faith here just requires too much outside your control. The requirement that the civ has founded a religion prevents this from reliably giving faith from the first civ you meet which is where it would be most impactful. Additionally, the game doesn't provide a lot of avenues for the player to play as peacemaker, making the requirement that they not be at war also outside of your control. I'll admit, the double war weariness sounds great, and is probably more impactful in multiplayer games, but I find it hard to gauge its impact on my own games.
11. Genghis Khan - Mongol Horde [20]
12. Gilgamesh - Adventures With Enkidu [17]
13. Gitarja - Goddess of the Three Worlds [22]

21. Kupe - Kupe's Voyage [21]
23. Mansa Musa - Sahel Merchants [21]
24. Matthias Corvinus - Raven King [24]
25. Montezuma - Gifts for the Tlatoani [23]
27. Pachacuti - Qhapaq Nañ [18]
28. Pedro II - Magnanimous [17]
29. Pericles - Surrounded by Glory [22] (21+1) This, on the other hand, makes Pericles an absolute monster at the culture game. While it can take a bit for the bonus culture to start to kick in, when it does you will just breeze through the culture tree.
31. Philip II - El Escorial [17]
32. Poundmaker - Favorable Terms [20]
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of the Faith [20]

5. Cleopatra - Mediterranean's Bride [18]
6. Cyrus - Fall of Babylon [20]
7. Dido - Founder of Carthage [20]

11. Genghis Khan - Mongol Horde [20]
12. Gilgamesh - Adventures With Enkidu [17]
13. Gitarja - Goddess of the Three Worlds [22]
14. Gorgo - Thermopylae [17]
15. Harald Hardrada - Thunderbolt of the North [23]
16. Hojo Tokimune - Divine Wind [21]
17. Jadwiga - Lithuanian Union [20]
18. Jayavarman - Monasteries of the King [2] = 5 -3 This civ isn't as bad as people say, and the whole kit together isn't too bad. But this alone is too map dependent, and I'm just not that big on holy sites to begin with, so they often don't get built until later if at all.
19. John Curtin - Citadel of Civilization [20]
20. Kristina - Minerva of the North [24]
21. Kupe - Kupe's Voyage [21]
23. Mansa Musa - Sahel Merchants [21]
24. Matthias Corvinus - Raven King [24]
25. Montezuma - Gifts for the Tlatoani [23]
27. Pachacuti - Qhapaq Nañ [18]
28. Pedro II - Magnanimous [17]
29. Pericles - Surrounded by Glory [22]
31. Philip II - El Escorial [17]
32. Poundmaker - Favorable Terms [20]
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of the Faith [20]
36. Seondeok - Hwarang [21]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [21]
39. Tamar - Glory to the World, Kingdom and Faith [18]
40. Teddy Roosevelt - Roosevelt Corollary [21]
41. Tomyris - Killer of Cyrus [21]
42. Trajan - Trajan's Column [22] = 21 + 1 Yeah this ability just gets you to tier 1 government before everyone else, and makes the early game pretty much a cinch in regards to culture. I rarely can just "buy" monuments until after mid game, I generally don't have that kind of gold to throw around. i would rather buy builders or units.
43. Victoria - Pax Britannica [22]
44. Wilfrid Laurier - The Last Best West [18]

1. Alexander - To The World's End [22]
2. Amanitore - Kandake of Meroe [17]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra [23]
5. Cleopatra - Mediterranean's Bride [18]
6. Cyrus - Fall of Babylon [20]
7. Dido - Founder of Carthage [20]
8. Eleanor of Aquitaine - Court of Love [20]
9. Frederick Barbarossa - Holy Roman Empire [17]
10. Gandhi - Satyagraha [8]
11. Genghis Khan - Mongol Horde [20]
12. Gilgamesh - Adventures With Enkidu [14] (17-3) Most of time you end up in a war declared on your allies anyway, you are sharing pillage yields with the AI (not Vice Versa), and more Alliance Points don't mean much in all-out domination game.
13. Gitarja - Goddess of the Three Worlds [22]
14. Gorgo - Thermopylae [17]
15. Harald Hardrada - Thunderbolt of the North [23]
16. Hojo Tokimune - Divine Wind [21]
17. Jadwiga - Lithuanian Union [20]
18. Jayavarman - Monasteries of the King [2]
19. John Curtin - Citadel of Civilization [21] (20+1) A lot of free production which can be somewhat reliably triggered when you need it the most - at the beginning and at the end.
20. Kristina - Minerva of the North [24]
21. Kupe - Kupe's Voyage [21]
23. Mansa Musa - Sahel Merchants [21]
24. Matthias Corvinus - Raven King [24]
25. Montezuma - Gifts for the Tlatoani [23]
27. Pachacuti - Qhapaq Nañ [18]
28. Pedro II - Magnanimous [17]
29. Pericles - Surrounded by Glory [22]
31. Philip II - El Escorial [17]
32. Poundmaker - Favorable Terms [20]
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of the Faith [20]
36. Seondeok - Hwarang [21]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [21]
39. Tamar - Glory to the World, Kingdom and Faith [18]
40. Teddy Roosevelt - Roosevelt Corollary [21]
41. Tomyris - Killer of Cyrus [21]
42. Trajan - Trajan's Column [22]
43. Victoria - Pax Britannica [22]
44. Wilfrid Laurier - The Last Best West [18]

1. Alexander - To The World's End [22]
2. Amanitore - Kandake of Meroe [17]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra [23]
5. Cleopatra - Mediterranean's Bride [18]
6. Cyrus - Fall of Babylon [20]
7. Dido - Founder of Carthage [20]
8. Eleanor of Aquitaine - Court of Love [21] (20+1) This may not be one of the stronger abilities, but it's the most fun leader ability in my opinion. It's so rewarding to accrue all those great works and start seeing enemy border cities start to fall. Then you move your works in closer, and even more rebel to you. It makes for a unique way of playing the game.
9. Frederick Barbarossa - Holy Roman Empire [17]
10. Gandhi - Satyagraha [8]
11. Genghis Khan - Mongol Horde [20]
12. Gilgamesh - Adventures With Enkidu [14]
13. Gitarja - Goddess of the Three Worlds [22]
14. Gorgo - Thermopylae [17]
15. Harald Hardrada - Thunderbolt of the North [23]
16. Hojo Tokimune - Divine Wind [21]
17. Jadwiga - Lithuanian Union [20]
18. Jayavarman - Monasteries of the King [2]
19. John Curtin - Citadel of Civilization [21]
20. Kristina - Minerva of the North [24]
21. Kupe - Kupe's Voyage [21]
23. Mansa Musa - Sahel Merchants [21]
24. Matthias Corvinus - Raven King [24]
25. Montezuma - Gifts for the Tlatoani [23]
27. Pachacuti - Qhapaq Nañ [18]
28. Pedro II - Magnanimous [17]
29. Pericles - Surrounded by Glory [22]

33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of the Faith [20]
36. Seondeok - Hwarang [21]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [21]
39. Tamar - Glory to the World, Kingdom and Faith [15] (18-3) Like Robert, this can be really tricky to trigger. And even then, 100% faith isn't that great. Chandy, John Curtin, and Cyrus have much better 10 turn bonuses.
40. Teddy Roosevelt - Roosevelt Corollary [21]
41. Tomyris - Killer of Cyrus [21]
42. Trajan - Trajan's Column [22]
43. Victoria - Pax Britannica [22]
44. Wilfrid Laurier - The Last Best West [18]

1. Alexander - To The World's End [22]
2. Amanitore - Kandake of Meroe [17]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra [23]
5. Cleopatra - Mediterranean's Bride [18]
6. Cyrus - Fall of Babylon [20]
7. Dido - Founder of Carthage [20]
8. Eleanor of Aquitaine - Court of Love [21]
9. Frederick Barbarossa - Holy Roman Empire [17]
10. Gandhi - Satyagraha [9] (8+1) Come on guys Ghandi is getting treated unfairly. You know he's been updated right? 2 missionary spreads makes him one of the better religion winners and the ammenities he can get can rack up.
11. Genghis Khan - Mongol Horde [20]
12. Gilgamesh - Adventures With Enkidu [14]
13. Gitarja - Goddess of the Three Worlds [22]
14. Gorgo - Thermopylae [17]
15. Harald Hardrada - Thunderbolt of the North [23]
16. Hojo Tokimune - Divine Wind [21]
17. Jadwiga - Lithuanian Union [20]
18. Jayavarman - Monasteries of the King [2]
19. John Curtin - Citadel of Civilization [21]
20. Kristina - Minerva of the North [24]
21. Kupe - Kupe's Voyage [21]
23. Mansa Musa - Sahel Merchants [21]
24. Matthias Corvinus - Raven King [24]
25. Montezuma - Gifts for the Tlatoani [23]
27. Pachacuti - Qhapaq Nañ [18]
28. Pedro II - Magnanimous [17]
29. Pericles - Surrounded by Glory [22]
31. Philip II - El Escorial [17]
32. Poundmaker - Favorable Terms [17] (20-3)Couldn't make up my mind so I settled for this.
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of the Faith [20]
36. Seondeok - Hwarang [21]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [21]
39. Tamar - Glory to the World, Kingdom and Faith [15]
40. Teddy Roosevelt - Roosevelt Corollary [21]
41. Tomyris - Killer of Cyrus [21]
42. Trajan - Trajan's Column [22]
43. Victoria - Pax Britannica [22]
44. Wilfrid Laurier - The Last Best West [18]

1. Alexander - To The World's End [22]
2. Amanitore - Kandake of Meroe [17]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra [23]
5. Cleopatra - Mediterranean's Bride [18]
6. Cyrus - Fall of Babylon [20]
7. Dido - Founder of Carthage [20]
8. Eleanor of Aquitaine - Court of Love [21]
9. Frederick Barbarossa - Holy Roman Empire [17]
10. Gandhi - Satyagraha [9]
11. Genghis Khan - Mongol Horde [20]
12. Gilgamesh - Adventures With Enkidu [14]
13. Gitarja - Goddess of the Three Worlds [22]
14. Gorgo - Thermopylae [14] (17-3) Great for getting an earlier foothold on Code of Laws, and maybe Political Philosophy. Otherwise, diminishing returns to the point of uselessness after the classical age, unless you're able to kill 2-3 units per turn, every turn.
15. Harald Hardrada - Thunderbolt of the North [23]
16. Hojo Tokimune - Divine Wind [21]
17. Jadwiga - Lithuanian Union [20]
18. Jayavarman - Monasteries of the King [2]
19. John Curtin - Citadel of Civilization [21]
20. Kristina - Minerva of the North [24]
21. Kupe - Kupe's Voyage [21]
23. Mansa Musa - Sahel Merchants [21]
24. Matthias Corvinus - Raven King [24]
25. Montezuma - Gifts for the Tlatoani [23]
27. Pachacuti - Qhapaq Nañ [18]
28. Pedro II - Magnanimous [17]
29. Pericles - Surrounded by Glory [23] (22+1) On the other (Greek) hand, all you need are a couple of city-states and you can keep close to higher level AIs with civics, and snowball past them quickly if you can suzerain three or four.
31. Philip II - El Escorial [17]
32. Poundmaker - Favorable Terms [17]
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of the Faith [20]
36. Seondeok - Hwarang [21]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [21]

40. Teddy Roosevelt - Roosevelt Corollary [21]
41. Tomyris - Killer of Cyrus [21]
42. Trajan - Trajan's Column [22]
43. Victoria - Pax Britannica [22]
44. Wilfrid Laurier - The Last Best West [18]

1. Alexander - To The World's End [22]
2. Amanitore - Kandake of Meroe [17]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra [23]
5. Cleopatra - Mediterranean's Bride [18]
6. Cyrus - Fall of Babylon [20]
7. Dido - Founder of Carthage [17] = 20 - 3. The extra trade route capacity is nice, but you still have to build those traders. Everything else is very meh.
8. Eleanor of Aquitaine - Court of Love [22] = 21 + 1. Conquering the world without every firing a shot makes this hands down the most fun ability.

9. Frederick Barbarossa - Holy Roman Empire [17]
10. Gandhi - Satyagraha [9]
11. Genghis Khan - Mongol Horde [20]
12. Gilgamesh - Adventures With Enkidu [14]
13. Gitarja - Goddess of the Three Worlds [22]

41. Tomyris - Killer of Cyrus [21]
42. Trajan - Trajan's Column [22]
43. Victoria - Pax Britannica [22]
44. Wilfrid Laurier - The Last Best West [18]

1. Alexander - To The World's End [22]
2. Amanitore - Kandake of Meroe [17]
3. Catherine - Catherine's Flying Squadron [21]

5. Cleopatra - Mediterranean's Bride [18]
6. Cyrus - Fall of Babylon [20]

18. Jayavarman - Monasteries of the King [2]
19. John Curtin - Citadel of Civilization [21]
20. Kristina - Minerva of the North [24]
21. Kupe - Kupe's Voyage [21]
23. Mansa Musa - Sahel Merchants [21]
24. Matthias Corvinus - Raven King [25] 24+1 - Do you want a free conquered civilization, where's your losses in the war actually benefit you in the long run? And this is something you can potentially do multiple times? Then this bonus is for you. Meet one city state first, get an early Amani, and get the double your first envoy diplo card and you'll be ready to steam roll just about anybody by the time swords come into play. And don't worry about losing some units, that'll just make future levies cheaper.
25. Montezuma - Gifts for the Tlatoani [23]
27. Pachacuti - Qhapaq Nañ [15] 18-3 - Early mountain tunnels are pretty minimal in value, while generally in Gathering Storm you will benefit more from external than internal trade routes.
28. Pedro II - Magnanimous [17]
29. Pericles - Surrounded by Glory [23]
31. Philip II - El Escorial [17]
32. Poundmaker - Favorable Terms [17]

6. Cyrus - Fall of Babylon [20]
7. Dido - Founder of Carthage [17]
8. Eleanor of Aquitaine - Court of Love [22]
9. Frederick Barbarossa - Holy Roman Empire [17]
10. Gandhi - Satyagraha [6] 9-3 The flat faith bonus would be nice to get your pantheon up. As you only get it after other people already have their religion it's almost useless. The extra charges for missionaries are indias ability and not gandhis
11. Genghis Khan - Mongol Horde [20]
12. Gilgamesh - Adventures With Enkidu [14]
13. Gitarja - Goddess of the Three Worlds [22]
14. Gorgo - Thermopylae [14]
15. Harald Hardrada - Thunderbolt of the North [23]
16. Hojo Tokimune - Divine Wind [21]
17. Jadwiga - Lithuanian Union [21] 20+1 Its not the worst ability. She makes all the relics she gets almost as good as Kongo: Jadwiga(+2

) Gold. She could use a small buff so that she could also affect status and artifacts and not only relics. The conversion of nearby cities is quite nice. The only downside is that most often the cities right at the border aren't the hard ones to convert. Still miles above Gandhi alone by granting better holy sites.

18. Jayavarman - Monasteries of the King [2]

16. Hojo Tokimune - Divine Wind [21]
17. Jadwiga - Lithuanian Union [21]
18. Jayavarman - Monasteries of the King [2]
19. John Curtin - Citadel of Civilization [21]
20. Kristina - Minerva of the North [25] (24 + 1) - Free theming is crazy strong. This ability, together with the Open Air Museum wins the game for Sweden. The only downside is that it takes time to set up if you miss the Great Library or Apadana, and time is a valuable resource for Civs with no distinct early game bonus.
21. Kupe - Kupe's Voyage [21]
23. Mansa Musa - Sahel Merchants [21]
24. Matthias Corvinus - Raven King [25]
25. Montezuma - Gifts for the Tlatoani [23]

40. Teddy Roosevelt - Roosevelt Corollary [21]
41. Tomyris - Killer of Cyrus [21]
42. Trajan - Trajan's Column [22]
43. Victoria - Pax Britannica [19] (22-3) - who on earth is giving this upvotes, lol? Wow, two extra melee units and eight naval units. What a FORCE!!! said no one, ever.
44. Wilfrid Laurier - The Last Best West [18]

1. Alexander - To The World's End [22]
2. Amanitore - Kandake of Meroe [17]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra [23]
5. Cleopatra - Mediterranean's Bride [18]
6. Cyrus - Fall of Babylon [20]
7. Dido - Founder of Carthage [17]
8. Eleanor of Aquitaine - Court of Love [22]
9. Frederick Barbarossa - Holy Roman Empire [14] = 17-3 - Most of the time i don't want to kill city states. For this to work out, you need to 1) find a city states nearby 2) have no use for it (industrial one? the other ones have the +2 science / culture / faith that really matters) 3) play at lower difficulty (otherwise they have wall and you need to delay your conquest anyway). The military slot is okay though.

If you are voting based on how fun something is, it might be top 5 material. If you are voting on power it's probably towards the bottom. I'm going to throw it a downvote as I'd rather start off going by power level until we're down to the wire and it becomes difficult to judge based on that alone.

Its 100% compensation for starting in the ocean and that's it. Even the Khmer's ability can easily be better over the course of the game than this thing. China only has to make 4 builders to get more builder charges and so on. This is basically a free builder not bad by any stretch but not great.

44. Wilfrid Laurier - The Last Best West [19]18+1 I wasn't going to push this up a second time so soon, but the person who lowered it seemed to make an attack on my play capabilities, so let me explain to him that the unique ability to be able to build farms on tundra means Canada can actually have significant city growth once farms get adjacency bonuses to other farms once Feudalism is researched. A city could have infinite 1food 6prod lumber mills, but it wouldn't matter without corresponding food output. Turning a section of waste tundra tiles into 5 food (later 8) production tiles lets Canada build some nice production cities which is something other Civs including Russia can only do on a limited basis.

29. Pericles - Surrounded by Glory [25] 24 + 1 Before I played him I never realized how powerful this is. May not be the most powerful on this list, it does take time to get it going, but if you luck out with a free city state envoy early on and they are close enough you can protect them you could still get some early culture boost.
31. Philip II - El Escorial [14] = 17 - 3 Based nearly entirely from getting a religion. Granted, you could adopt an AI religion spread to your lands, but that's somewhat luck based, and you may want to attack the person who spread religion to your lands meaning no attack bonus. Inquisitor bonus is nice, but mostly just a quality of life thing (getting rid of pesky religions spreading to your cities via trade routes). I do have more appreciation for Spain from a recent game, but it's not because of this.

Philip II - El Escorial [11] = 14 - 3 The combat bonus against other religions is kiiind of nice when you're in the middle of your Conquistador conquests, but there's a policy card that does the same thing so this doesn't really wow me. And I never use inquisitors so the second half is useless for me. There are certainly better abilities out there.

44. Wilfrid Laurier - The Last Best West [20] 19 + 1 My game as Canada was one of the most fun civ games I've had, and a large part of it was due to this ability. I could settle cities anywhere in the tundra that I wanted, and those cities would do just fine. I know Conservation is kinda late but once you get that civic, things improve exponentially - you can plant woods across the tundra and turn them into lumber mills for some impressive production on every single tile, and lumber mills don't reduce appeal, so it synergizes splendidly with mounties' national parks and the hockey rinks. I don't see this ability winning the elimination game, due to the fact that it reaches full power quite a bit later on in the game, but it's super fun and has some nice synergy with Canada's UI and UU.
