25. Macedon - Basilikoi Paides [4] I don't think many people doubt its strength, it's just a counterintuitive and cheesy way to play, kind of like Khmer. It simply feels wrong to convert production to science by building units and then deleting them. If this gave trained units the ability to harvest science with combat victories the way Gorgo harvests culture it would be admittedly less powerful but it would still feel better.

Mail's -30% production modifier basically make this district is a must have instead of the purchase bonus being a civ bonus, basically it is hardly a choice and in the end this district is forced. If it was any other civ this one would rank alot higher but because of the unique situation Mali is in (and while arguments can be made that Mail's additional gold make it more useful) it is really only about getting rid of a penalty rather than adding a bonus unlike other uniques.

It's a great boost in the early game, and deserves recognition as a great building, it's achieved a respectable rank. But I'm simply not going to continue building units for the hell of it.

When production and housing were really scarce this was top tier. Now that both are much easier to get, I would say it is only middling. Top 15 is fair but no higher

Everything left is top of the line good. We're getting to the point for me where you could make a compelling argument to vote up ANY of these into the top 5, and strong arguments against any of them sound a little iffy. But since we have to . . .

42. Sumeria - Ziggurat [19-3=16] Now yeah I know, I get that the first rounds mean everything in building your game. But everything else equal I'd rather have something that scales through the game instead of being front-loaded. Yes, as I noted above, this is a weak argument.

42. Sumeria - Ziggurat [13] (16-3) It's a great boost early but it doesn't really scale through the rest of the game that well. You'll be sacrificing production to work these tiles, so how much does that science and culture really count for when it's holding up construction of your campuses and theater squares?

18. Inca - Terrace Farm [26] [29-3] Solid early on, but you only need so much food to get to pop 10 and harvesting often helps get there quickly. Mines and districts often take over these spots. You only need so much food and I sometimes struggle to keep cities from going over pop 10 as it is. Worthy of top ten as it helps jump start the game, but I don't think top 5.

Royal Navy - yeah I know it is half cost district (so automatically quite good) but it should go out at this point. Unlike Cothon its other bonuses aren't that magnificent, and it is not a district you build in all cities (even on water maps).

Ziggurat - yes it scales badly into late game. But what does matter (Eternal problem of 4X game) is the early game and the earlier you snowball the better. And goddamn if you cannot snowball with +2 science per non-hill tile (plus 1 culture near river) available since turn 0.

42. Sumeria - Ziggurat [11]=14-3 The problem is not that it doesnt scale into late game, it is that even when this improvement is in its prime (ancient & classical), its not that great either. You theoretically can put this in every non-Hill tiles, but do you want to sacrifice food, production and housing for that? Where can you find your citizens to work all of those non-Hill tiles after expending tons of builders' charges for that? What is the point of an improvement that is weak in low number but backfires horribly in great number?

8. Cree - Mekewap [10] 9+1 Its better than the Outback station which is why I am surprise that people are ranking it lower. You get more of everything plus gold and housing. This mean you do not have to build aqueduct, dams and neighborhood as often.

18. Inca - Terrace Farm [28] 27 + 1 I'm still of the belief bigger is better. I know some of you stop at size 10. A size 10 city isn't very impressive. This can make your cities impressive. I would rather have a big, productive city over 2 with low production.

42. Sumeria - Ziggurat [8] 11 - 3 Great boost early, but wouldn't you rather have a campus instead? I would. It's hard enough getting a great scientist as is. Plus it impedes farming triangles and growing my cities big.

8. Cree - Mekewap [7] (10-3) I like this improvement but I don't think it should go all the way to the top 5. I'm glad it stuck around, and the Cree are easily in my top 5 favourite civs to play. I'm downvoting as it's very dependant on resource distribution even though it can make mediocre tiles workable. I will only be downvoting once though.
