When it is outside a fat cross, I believe it is determined by which city has put the MOST culture on the tile!
 
So, the road between DT and CK is toast, but we are clear to get another worker out of Zero. The new barb spear can get smashed by Waterstoff after he has healed a little more, luckily it won't affect the worker movement even if it beelines TKY.

Do we have any plans to get the circumnavigation bonus? It could be huge when the boating starts.
 
Only chance we get at circumnavigation now is to head straight to optics. Not worth it...

12k-13k increase in soldiers for Kaz, and a total of two single pop whips and one double pop whip.

Considering that a mace is 9k, it's more likely 2 HA or 2 LB were 2 of the whips, the third one could be anything...could be a set up for a Galley end around though. THe LB in PM is finished end of this turn, so that'll help out.

Ah, I did some maths on the soldier points for Kaz. They have:

  • 72k in tech
  • 39k in visible units
  • 15k in pop minimum
  • 11k in barracks and stables

That's 137k minimum, leaving about 35K (after they ending this turn) for units. They really did need to build units this turn with or without the peace treaty.

OK, I suppose I should explain just how bloody awful those worker movements, and why that's about the only real expantion option we have.

We need to expand asap because we need the coastal cities to be online and building caravels asap incase we need to deal with any Cav boats, and we also need them growing so we can draft from them. Waiting even 1 turn now means we re 1 turn further away from drafting them or ocmpleting a caravel in them...and when Cav comes for us, it is going to be all hands on deck, because we'll also be facing off against Kaz, and possibly even MS.

I do have a plan to replenish the workers: after JD grows to size 13 (3 turns), it can build a 3 turn worker, grow to size 14, and build another. This is because it has no useful tiles to work, and the palace build is ahead of schedule (due to the proposed MoM build in IS, we need Bureaucracy in IS until we finish that around t130). We really need at least 1 worker out of there, the second is debatable though. We also should try to keep JD below hte health cap (currently size 13)

Also, PM can build a workboat after the LB for the clams cities, and then a 5 turn worker. The other option is working 2 artists to pop borders again to make sure we never lose LoS into Kaz lands. And that is a pretty horsehockey choice as Memphus has told me, but it's still a choice...
 
Problem that we have right now is a severe lack of workers. OO is set up to stagnate at size 10, working 5 scientists, PM is OK at size 3, size 8 if it get a lighthouse. IS could probably do with another worker, but JD needs atleast 40 worker turns worth of improvement, and we also have the rice city to set up, and another city to the east of JD. We also need to get the OO/DT road up fairly soon...

We also need at least 2 workers at CK once we get machinery. That might be a far way off, ie 20 turns, but it still something we have to be aware of, considering that CK needs to be building units for Kaz.

Assuming we can chop atleast 3 workers out of the dyes city, the SW is OK, but that's still another 3 workers to build, and all the cities down there need severe improvements. TBH I could find work for 12 workers down there.

I agree that another trireme would be very nice for PM though, as it would effectively force Kazto boat us with 5 triremes to be sure of being able to boat us. Assuming that Kaz don't get optics, that is the most useful unit we can get down there. It's just the cost of the trireme...but
