German civ bonus need update

    the german civ need to get a update after the citystate got Def. update the bonus to att. citystate is uselees when you look at other civ bonus. +7 att. to citystate and no spec. land units is just a bad mix when you look at it. and just look at the bonus you get from citystate is way better then just taking the city.

    Germany is still OP in my opinion, not only for Domination Victory but also for Science and Culture as well. WIth production bonus, adjacency bonus, etc. Germany is very strong for a peaceful gameplay.
    I once got to the Modern Eras techs with Germany during 1300s.
