When it comes to MPPs there is no "peaceful Ghandi". Whether if conflict happens in your territory or not MPPs are always there.

There were no MPP. And even if they were, an attack on my territory or on a neutral tile doesnt force Civs with MPP to declare war. Only if the attack is made in the opponent's land the MPP triggers a declaration of war.
