Okay, I'm starting a new game as the Aztecs on Emporer.

Standard everything, no barbs. But, the game was ruined, because of the fact that there are no early specialists of any kind. My city fell into disorder. I'm going to see if I can add a specialist in the Biq ("Prisoner," gives no bonuses).

EDIT: Nope, doesn't work . Now I'll try giving it one free shield toward buildings...

Well, there should always be some specialist. Even one that isn't productive can stop rioting. On the higher levels where you only get on free content citizen, any sort of specialist is a must. Okay, I guess I'll have to use India, even though it doesn't have as good of a UU.

hey goldflash heres a bit of advice my internet shuts off after 3 hours of downloading do please split the mod into separate parts such as some units in one and others in others.

EDIT: While I was at it, I made the entertainer cause 2 luxuries, isntea do one, but the scientiest cause 2 sciences beakers, not three. Balance everything out at 2.

What do you all think the Parliament should do? I'm thinking Increased Army Value Plus More likly to get leader, with no maint or culture and a build cost of 280 sheilds.

How about that, reduces War Wariness, and costs 300 shields?

I'd have to cost more than that since thats whats the Congress does, and that costs 320 sheilds and has 4 per turn maint.
