"I would like to clarify something for the Nations of the World,
"First of all, it has been years since Indonesia and Papua New Guinea became independant states, and held elections. They were part of the Coalition, but with it's collapse are now completley independant states, with no Russian presense there.
"Second of all, I would like to talk about Australia, another place that has been brought up. It is an independant nation, unlike the Phillipinie colonies. They have a government, although dependant on the Russian Federation for protection and economic support. Australia has dared war with Russia, and is now under Russian military occupation, and will remain so until the Russian Government sees fit.
"Now on to Costa Rica. The nation was not invaded by Russia, but instead by the forces of the JCF under command of Bulganin. After the collapse of the Coalition, the JCF stopped existing on paper, but de-facto the troops did not disappear. Someone had to take control of the nation, and Russia was one of the few nations capable of doing so, and the only one willing. Costa Rica is under Russian occupation following the dismemberment of the Coalition, and the Russian Government has yet to deside what will happen to it, however it is unlikley that the Russian Government will be interested in a colony in Central America.
"Finally, I must address the issue of the Phillipines, and now Japan. The Phillipines have threatened to use nuclear weapons on Russia. As we have made clear Russia has a very clear policy on these issues. Australia threatened, and was destroyed. USA threatened, and was destroyed. And now the Phillipines threaten us. There will be no negotiations, because what the Phillipines are doing is terrorism, and Russia will not negotiate with terrorists. The Phillipines will either follow through with Russia's request, or Russia will proceed with the strikes against the nation. Any nation, such as Japan, who interferes will be atacked in full force.

I will state again. I have never threatened you till you said you were going to atack us!
Also i will say agian, i don't have nuclear weapons, I gave them away to allies when we signed the treaty. Goober simply didn't correct the stats.
Also i believe that my peace treaty is more than resonable.

"Mr. Hussein Onn," the foreign name came hard to Lavrov, but he tried his best, "Russia will under no condition stage an invasion of the Phillipines. I repeat, under no condition will Russia invade the Phillipines." After a momentary pause he continued, "The pre-emptive strikes we have talked about would be missile and plane bombings of the Phillipines nuclear fascilities and missile launch sites. And again, Russia will take no actions at all against the Phillipines if the Phillipines will back down their threats to free Costa Rica by force, regretably, the Phillipines have not done so, and apparantly are still planing to 'liberate' the country from Russia. Seeing how we cannot allow that to happen, we will need to do sufficient damage to the Phillipino military to render it helpless and incapable of performing such an operation."

The thought rushed through Lavrov's head, "Why on earth is this Hussein person so incredibly stupid?!" but on the outside Lavrov smiled and said again, "Russia has not invaded the Phillipines, and will not invade the Phillipines. I am unsure as to how I can make it more clear than that."

Filipino-Russian Peace Agreement
We agree not to take any hostile actions against each other, or aid the other countries enemy. Provided that i don't create any WMDs weapons. Goober Blix is free to investigate the Philippines country

No wonder the alliance fell," and with a tired and monotone voice proceded, "The KGB (Goober) have reported that the Phillipines have nuclear weapons and they also threatened to use them. Or did they threaten to use weapons they did not have? Furthermore, Russia has stated many, many times, that we will not invade the Phillipines, and will not attack them as long as they end the threats to invade Costa Rica. So India stays quite when the Phillipines threaten to invade Costa Rica, but deside to voice their protest when Russia warns in response that we may attack the Phillipines. The position of India's loyalties is noted."

2 - He must role-play PNG ACCURATELY. If he does not, he will be cast out of this NES.
3 - If he calls me "Boobs", or any combination pr permutation thereof, he is out of the NES.
4 - He must attend the John Kerry School of Flip-Flopping for 4 years, and memorize every word of John kerry's new book, "Why Liberals are destined to lose the 2008 US Federal Election".
Any complaints, please let me know.
