Events in Russia During the 28th Session of Duma
January 8th, 1981
Coffee House Outside the Kremlin
Zyuganov sits quitly across the table from a Military Officer. The Coffee House is closed to the public and they are the only people there.
"I guarantee you we have popular support. Just look at the numbers - way more than a third, more than anyone else."
"True..." - the officer did not look as convinced, -
"but what is it going to go back to? How do you see the future?"
"What is it going to go back to? No more of this wishy-washy politics, consessions here and there. We will show them what Russia is, and it is a Great Power, the Greaest Power."
After a very long pause the Officer said quitly -
"You have the support of my division."
January 9th, 1981
Presidential Office in the Kremlin
Mr. Naryshkin was pacing back and forth. Everything was going badly for the newly elected president. War with the USA looming overhead, Mongolia going to China seen as a sigh of weakness, gang problems sprouting up in Moscow.
"How does it look?" - Naryshkin didn't even look at the other person in the room.
"The session of Duma opens tomorrow, the Communists are rallying the opposition."
"I mean...how likely is impeachment?" - It took effort for Naryshkin to say that word.
"The Communists will bring it up. Weather it will work or not...that depends..."
"Lets go pray Alex, pray for some mirracle to happen that will prevent all of this from happening..." - but he knew full well that weather he would pray or not tomorrow would still come and the atheist Communists would still try to impeach him.
January 10th, 1981
Opening of the 28th Session of Duma
A huge crowd gathered in front of the White House on the 10th. One side was full of Communist Activists who were staging an anti-government meeting, and the other side where the Zhirinovsky Supporters leading an ultranationalist rally. The two parts of the Russian opposition almost came to clashes with each other, but then the president arrived.
Mr. Naryshkin walked solemly from his car to the entrance into the White House, while protestors on both sides of him where chanting "Naryshkin go home."
Zhirinovsky on one side and Zyuganov on the other where smiling - both were satisfied with their supporters.
January 12th, 1981
Session of Duma
The first two days Khodorkovsky and his supporters tried to do everything they could do ease the fire on Naryshkin. They objected, used procedural traps, insisited on hearing long reports read, but it was all useless.
"I would like to know," - roared Zyuganov, -
"what happened in Romania? Who are these people who we allegedly have in custody? Why do we have political prisoners in custody? What is going on?"
Naryshkin did not have an answer. If only Romania would not play stupid and would not deny that the people were turned over to Russia, but no...Caessescu had to be difficult and complicate things...
"And what about America?" - Zhirinovsky this time, -
"they are openly breaking the restrictions placed on them, and what do you do? What?"
Again Naryshkin had nothing to say. Of course they were breaking the treaty, but Russia needed to work closer with the USA, not antagonize them...but the argument was mute in the ears of an ultranationalist...
It seemed that every argument was mute...
January 13th, 1981
Session of Duma
Indoneisa...it be damned.
"Mr. Lavrov, is it true that the Indonesian government is a dictatorship?"
"It is not exactly a dictatorship, they do not have a dictator. He has been elected, although I must say that many of the usual civil libirties are lacking in Indonesia."
"Mr. Lavrov, did this 'dictator' come to power to replace a Russian government in Indonesia?"
"He did."
"Thank you Mr. Lavrov," - Lavrov did all he could to save the President, but he did not lie.
"And so my friends, here we have a president who supports a dictator who deposed a Russian government and who cuts the civil liberties of his people. I say he must be done away with." - Zyuganov was pleased, -
"And our honorable Mr. Khodorkovsky supported this move!" - a silence falls in Duma. Before this the attack was thought to be on Naryshkin alone, but now Khodorkovsky came under attack.
The Communists did not want to just bite the government, they wanted to swallow it whole.
January 15th, 1981
Meeting of Government Leaders
"He did what is right, and we all know it," - Nemtsov stood by Khodorkovsky and Naryshkin with all his might, -
"We will be better off this way."
"Nemtsov, you dont know what you are saying," - This was Yavlinsky, -
"The Communists will win the next election if we allow them to paint us as people who support dictators and civil rights abusers."
"The people are not that stupid!" - Nemtsov was not going to let the Communists take down Naryshkin.
"The matter is," - Said Putin, -
"we cannot give up Naryshkin or Khodorkovsky. If we do so then its a Communist victory, and those are too dangerous to have around here. I'm staying with Mikhail."
"I'm not." - Yavlinsky and Putin have always been long enemies and only necessity brought them into cooperation, -
"You all can sacrifice your positions for nothing, I will not."
As Yavlinsky walked out thunder roared over Moscow. Both real and metaphorical. The Coalition was failing.
January 18th, 1981
Session of Duma
Trying not to look defeated the Liberals walked into the White House. Only around 30% of the Duma now supported Khodorkovsky, and even less supported Naryshkin. The Communists did not even need the ultranationalists to topple the government.
"A motion to issue impeachment to the President" - Zyuganov was shining.
"Denied," - came the reply from a Liberal Speaker, -
"Any other motions on the floor?"
"Denied? Denied? Why?" - Zyuganov was on his feet, yelling.
"The motion will not be considered. Any other motions?"
"I'll show you a motion. I'll show you!" - and the first hit landed on the liberal deputy in the first row. Within minutes the Session turned into a fist fight.
And outside the building a crowd waving red flags was gathering.
January 20th, 1981
Emergency Committee
Any Duma activity over the last three days has been paralized. Liberals refused to hear the motion of impeachment while the Communists refused to do anything else. On the third day Zyuganov, Zhirinovsky, and Glazyev formed the "Emergency Committee of Government."
"People of Russia! The Government has reserved to illeagal means in order to stop the will of the people. In response we, the leaders of the three parties forming the majority in Duma, have formed this Committee. We will administer the country until new elections can be held and a new government elected. We urge you to cooperate so that this may happen as soon as possible."
A tank division under General Petrov took positions in Moscow.
The crowd with red flags outside the White House was growing.
January 22nd, 1981
Session of Duma
The Liberals, to save the country from a Civil War, agreed to allow the motion to issue and Impeachment to the President. Prior to it, however, a few reports were heard.
Mr. Ivanov presented a report on the military in which he praised the efforts of Mr. Khodorkovsky. He announced that a base in Indonesia will be most useful and pointed out that Russia also has two bases in the UIS. To finish everything off he announced that Russia will be testing a new solid-propellant missile later this year.
Mr. Lavrov announced that within two years integration with Finland will take place, and pointed out that China was going to pay the debt that Mongolia owed to Russia. He then announced that Russia was begining talks with the Commonwealth Union about a union between the two countries.
Both of these reports were aimed at the same thing - to swing the nationalists to support the government.
Voting took place by secret ballot, and by a vote of 211 to 239 the motion failed.
Khodorkovsky's and Naryshkin's government was staying in power, but only because of rhetoric and promises, and they now had better deliver on those promises.
