High Level Meeting at Yalta
Generalissimo Franco has flown to a Russian city of Yalta today to meet with the Russian Premier Putin. The meeting of the two leaders was cordial, a little chilly, since the two represented opposing ideologies. After the formalities, the two of them held a private meeting for a number of hours, returning to the press only after dinner to present the result of a hard day of work, The Yalta Accords. This document is a joint declaration showing the way Spain and Russia would like to see the Spanish-UIA conflict solved. The document makes the following points:
1. War Question:
A. Peace
(1) A state of Peace will exist between Spain and all Muslim nations
B. Non-Aggression Pact
(1) A Non-Aggression Pact will exist between Spain and all Muslim nations for the duration of 5 years
2. Territorial Question:
A. Middle Eastern Territories
(1) All Middle Eastern Territories will be ceded to Muslim countries in the region, as per 1962 borders
(2) North Africa shall remain a territory within the Spanish Nation
B. Administration of North Africa and other Spanish-held Muslim territories
(1) 1/2 of the economy of North Africa will be administered by Spain, the other 1/2 by the local government
(2) Spain will provide military protection in North Africa
(3) Local militia and police will provide security in North Africa
(4) A local government will be chosen by universal suffrage democratic elections
(5) The local government shall have power over all issues, save for foreign policy and military
(6) Spain will recognize and guarantee religious freedom in its territories, and will grant Muslims rights equal to those of other Spanish citizens.
3. Military Question:
A. Spanish Presence in North Africa
(1) Spain has the right to maintain up to 10,000 soldiers in North Africa
(2) Spain has the right to continue the use of its naval bases in North Africa
(3) Spanish military in North Africa will respect the rights of North Africans, and will be quartered in Spanish military bases
B. Spanish Presence in the Middle East
(1) Spain has the right to maintain up to 5,000 soldiers in a base in Kuwait
(2) Spain has the right to use a naval base in Kuwait
(3) Spanish military in the Middle East will respect the rights of people in all Muslim nations, and the rights of the governments of these nations, and will be quartered in Spanish military bases
C. North African Militia
(1) North African government is allowed to maintain a militia as a security force
(2) The North African militia is to cooperate in its operations with the Spanish military and the Spanish government
D. Withdrawal of Spanish Troops
(1) Spanish troops will be withdrawn from North Africa within 1 year
(2) Spanish troops are to be present for 1 year to ensure stability and a creation of a North African militia
(3) During that year Spanish military in North Africa will respect the rights of North Africans, and will be quartered in Spanish military bases
4. Economic Question:
A. Oil Purchases
(1) Muslim nations will not deny Spain the right to purchase oil
(2) Muslim nations will not place extra restrictions on Spanish companies or the Spanish government trading for Muslim oil
5. Political Question:
A. Rights of Muslims
(1) Spanish Government will allow and guarantee freedom of religion
(2) Spanish Government will grant Muslims rights equivalent to those of other Spanish citizens
B. North Africa
(1) The local government of North Africa will be elected by the inhabitants of North Africa in a democratic manner
(2) Spain will not intervene in the functions and workings of the North African government
(3) The Spanish and the North African government will follow the guidelines for governing laid out in Section 2.B. of this Agreement.
