Out of the Ashes Oncemore
October 17th , 1962. WWIII, the Shortest war ever, and yet the most devastating. Over one billion estimated dead, and the previous world orders have been turned upside down. The US and USSR, once the policemen (or bullies) of the world, are now 3rd world nations in anarchy. Huge smoke clouds cover much of the northern hemisphere, and the only nations that seem able to take on the difficulties of this new world order are that of Asia, South America, and Australia. Africa, which was dependent on foriegn aid, now has no more aid, and is plunging oncemore into civil strife. Japan, even though she had not possesed any nukes, has been bombed. Tokyo is now a parking lot, but Japan is still alive, and still able to rebuild herself. Japan will arise out of the ashes oncemore, and Japan will rebuild herself.
Prime Minister Hayato Ikeda, a man of great economic skill, a man who was regarded as the single most important figure during Japan's economic recovery, was in Kyoto during a government visit when the news came.
"Talks break down....war imminent....nuclear weapons exchanged.....[static]....moscow, washington, gone...New York gone...Tokyo gone....[static] - end transmission"
Soon, reports came of Kobe and Sapporo being eliminated, and then, for what seemed like years, communications were shut from the rest of the world. Across the seas, you could see huge clouds of grey smoke covering the skies. Ash fell like snow down upon the cities, and the people were in panic.
Then, suddenly, Kyoto fell silent. Power went out, and no one knew what was going on.
Quickly, the power switched back, due to emergency generators underground. Tremors came from the earth, buildings started collapsing and a wave of scorching air ripped through parts of the city. Kyoto had been narrowly missed by a nuclear missle, and quickly the Prime minister was evacuated.
Where to, you ask? Nagasaki.
Government order 1945
"Today, is a terrible, no, not terrible...devastating day for the world. Nuclear weapons have been exchanged, and now much of the world is in anarchy. Japan was once devastated by such weapons, and now again, has been devastated, but on a far greater scale. We will arise out of the ashes oncemore. We will rebuild Japan, and we will also teach other nations to rebuild themselves. Together we will remake the world, and together we shall shape a new world order. Help is on the way my friends, help is on the way."
With that, came Government order 1945 - Named after the year in which Japan was nuked for the first time.
- The Constitution of Japan is reworked, Restrictions on Japanese Military forces and trade are to be dissolved -
- The Armed forces, working in conjunction with municipal authoroties and emergency teams, are to begin relocating survivors and caring for them -
- Special forces are to act as hazmat teams, and are to set up a quarantine around infected areas. They are to evaluate damage and report their results to PM Hayato. Scientists are then to find out ways to clear the damage, based on the previous attacks of Hiroshima and Nagasaki. -
- All people who survived the blasts and were in the area of radioactive fallout are to be put under quarantine, and chemically treated to be rid of the radiation. -
- Food is to be rationed amongst the populace. No extra rations will be given, not even to government officials. Soldiers are to stand guard at local grocery stores. -
- US soldiers will be told what the current situation is, and if they want, will be given full Japanese citizenship. If they do not want full Japanese citizenship, Japan will find areas for the Soldiers to live, since their nation is effectively gone. -
- US military equipment in Japan will be claimed as Japan's -
- The Japanese Diet will be reformed in due time, but now, the Prime Minister and his cabinet hold emergency powers, to deal with the current crisis -
- Emergency teams are to stand guard for any geological disasters -
- Planes, full of radioactive cleansing chemicals, are to fly over destroyed areas, at high altitudes, and drop bombs full of these chemicals down onto the areas mentioned. This will hope to clear the smoke a little. -
The Reformation of the UN
One of PM Hayato's main goals, was to establish Japan as a forerunner of peace and prosperity in the world. Japan seeks to rebuild the UN, and now, without the bickering superpowers who usually disregarded the organization, Hayato believes he can do this - but only with the support of other nations.
Already, China, Spain, and Brazil support the reformation of the UN, in one location - Nagasaki. Nagasaki is a symbolic location, as well as a economically feasible one. The city is now one of Japan's largest cities, and quickly rebuilt itself after the tragic day in 1945. Letters to world leaders will be sent immediately.
ORDERS
Spend 4 Economy points and invest it in Industry, to rebuild Japan's industrial capabilities
Spend 5 Economy points into Education, to rebuild Japan's school systems.
Act out government order 1945 with help from the army.
Destroyers are to be sent out into the coastal areas around japan, and using sonar and radar sensors, are to search for any nuclear weapons. If found, report back to bay until further orders come.
