OOC - fasntasmo, I cannot reply to that, as Papua New Guinea is not a nation. They are a protectorate. You could change that, and make them a province of Australia, but what is there to invade? You own Papua New Guinea. They are not a country . . . yet . . .

Oh, and something else I think I neglected to mention. For all colonies, they are yours. You can spend their eco, you can send troops there, you can attempt to annex them into your Empire, whatever. Just like in other NESes. But, they might rebel, or revolt, if you treat them badly, and no guarantees that they will do exactly as they say.

The list of NPC nations which accept the new UN proposal by the Japanese in Nagasaki will be released in the Update. Note that most NPC nations are welcoming the proposal and initiate, and will likely join.

About the UIR. I have received complaints that it is unfair. Look at it. It might look huge, but the land is not that great. The Sahara, deserts, mountains, little fertile land. It might seem grossly unfair, but its not. IRL, Arab nations have always talked about joining together. The Armageddon was just a catalyst. I know a fair bit about this (not nearly as much as Capulet, but you know, enough) to know that it mostly realistic. Now, he will have problems. Look at the factions, the christain minorities, the fundamentalists, the moderates. I am NOT giving Capulet a free rtide here, he faces challenges with the UIR, like all of you do. It might look like he has a big military, but that is a helluva lot of land that he controls. Trust me, everything will work itself out in the end. It might seem overly generaous, biut, just trust me. If you have further complaints, please PM me.

I do not have orders from the following countries: India, Australia, Brazil, USSR, China, North Vietnam, South Africa, Argentina, USA, Columbia.

I have 6/16 orders. I need 8+ to update. I am aiming for a Monday update, but doing it Sunday also would work. If you reserved a nation, but are no longer interested, then please let me know.

We are the largest surviving powers in the Western hemisphere. If we work together we can stabilize our regions and then possibly help peacefully bring back civilization to the devastated regions of the world. We should form an alliance and draw up specific policies for the future.

In this era we must strike that difficult balance between unity and autonomy. Difficult times require a pragmatic approach to problems and an effective mehtodology for carrying out necessary actions, even if it sometimes makes us cringe. But as you know, such efforts are for naught if human freedoms are not preserved. We invite you to send delegations to Buenos Aires to discuss ways in which we can not just solve today's crises and rebuild the world to how it was, but allow the populations to enrich themselves materially and philisophically, and make a new world free of the deadly flaws which have nearly destroyed us all. We hope you will come, and we can also discuss the feasibility of political and economic unification.

OOC: Papua New Guinea would have had the tribes consulted before something like this, and that's what I'm doing, so you can answer.

We recommend a common defensive military alliance, (voluntary) joint economic planning until economic sufficiency and new trade patterns are stabilized, at which time we can ease up on control and adopt low- or no- tariff borders. Free movement of lawful citizens between our countries of course. Uniform currencies, patent, banking, monetary and labor laws are probably in order to ensure maximum fairness and effectiveness. How we determine these standards (and if we adopt them) will have to wait until the conference itself. Maybe treaties will be most expedient, perhaps confederation.
As to the UN issue: We were not very impressed with its effectiveness the first time around, even before this last, most dramatic failure to ensure peace. Argentina itself will wait to determine the new UN's fairness and application before joining, but we can certainly discuss protocol for UN participation.

We aren't leaving you out, nor do we have any ill designs for any nation. We were conducting regional economic planning, which at this time only applies to our immediate neighbors. But we do wish to create good working relations with all of South America, and we hope that you, and Brazil, and soon (once the organizational issues are worked out), the rest of South America will join us in alliance.

We do not wish a confederation, we are different peoples with different needs, but we want to work together. We do not wish to integrate our militaries just yet, but if we could train our militaries together, and perhaps have a central office to plan and coordinate our mutual defence, that might be good. We do not wish a mutual currency, but we do agree on ensuring that our laws are conformed to a standard which we shall set at the Convention. Also, we want to make sure that Brazil, Colombia, Venezuala, and the Falkland Islands are at this convention, if at all possible. We want to maintain our seperate nation's integrity, which is why we do not want to combine our militaries and have a common currency, and I hope you understand this.

We want independence! However, we do not want it right away, we need to organize ourselvs and our people first. I hope that you can agree to allow us to be independent of Australia in the future. We do not want, however, to become a province of Australia, for our peoples and culture is very different then yours.

We agree with your proposal regarding military training. We respect your independence, we were just throwing the idea out there. Regarding currency, it would be a good idea to at least have a standard medium of exchange, it doesn't have to be any of our currencies. With the end of the American dollar as the accepted currency of exchange, we need some standard exchange rates so as to avoid damaging fluctuations in relative worth. Perhaps a floating exchange rates will be viable in the future. We still feel a common currency would be most convenient and most stable, but we urge you to at least accept exchange regulation, hopefully to be determined at the council.

You are invited to the upcoming council in Buenos Aires to discuss matters of continental defense, potential alliances and trade laws and hopefully joint efforts at implementing sound South American policies and garnering constructive and beneficial relations with the outside world.
 
Bolivia refuses to be associated with you "capitalist pigs", Equador and Chile like the idea, and are sending delegates, Venezuela and Peru have reservations about the plan, but will send delegates anyway.

October 18th, 1962

The people of Spain emerged from their homes and bomb shelters, in Barcelona the people prayed that no bombs would detonate their city. Almost as soon as the people began coming out of their homes they began wondering, what had happened to Franco? Honestly, most people would have been pleased to see him dead, but they also feared the anarchy that could ensue. They turned on their radios and TV's, amazed to find them functional. On the TV was an emergency line of colors, but at the bottom it said "Speech by our leader at 3pm"

As the Spaniards returned to their homes for what would normally have been ciesta, the image of Franco appeared on their screens.

"My fellow spaniards, yesterday marks the most horrific day in all of both Spanish History and that of the world. Luckily a nuclear missile was somewhat inaccurate and did not hit the city of Madrid directly, and we are evacuating the citizens as we speak. Europe lies in ruin, as every country except Spain, Denmark, Albania, and Yugoslavia have fallen into a state of anarchy. The United States and Canada have collapsed as well, the Soviet Union is nearly non-existant. Our brothers in South America still live however, and Africa and parts of Asia were spared of the nuclear onslaught. Spain has found itself in a unique situation, we can look around us and find no nation equalling spain in might or economic power in Europe. Now is Spain's chance, we can unite the nations of Europe under one great banner and acheive the goal for which we have strived for decades. But, we enter a new era, and do not need to worry about the specters of communism, and therefore I have decided to change many aspects of our great society. First, no logner will you be proesecuted for your beleifs, and all political prisoners suspected of being communists and socialists will be released. Not only that, but now we are guarenteed the freedom of speech, and surely thousands of jobs will be created by new media industries. Spain has also taken military action into many of our neighbors, and Portugal will soon be part of the United Iberian Peninsula, we wish to save all those trapped in anarchial nations all over Europe. For now though citizens, remain in your homes, as we will deal with the looting and pillaging that has struck ours and many other nations with any means possible. But now, we look forward to the future, a future that gives spain a potential empire like hasnt been seen since the 1500's, when our empire was in its golden age! Forward, to the second golden age! Plus Ultra!!!"

The screen returned to the normal emergency screen, and the citizens in spain dropped what they were doing and stood in shock. Even a man who had been robbing a house of its Television stopped to listen to their radio. The people had expected the usual bantering on of their not so popular leader, but suddenly cheers began to break out. People all over felt themselves one step closer to democracy, and began to rebuild their lives.
 
Nuclear Attack on India


It was another sweltering day in the bustling metropolis of New Delhi India. A dome of pollution hung over the city that the rains had not yet washed away. The streets were packed with people, cars, and cows. Old men sat in shade smoking hookah and playing chess. People went about their business not knowing not caring what went on in the outside world. The biggest news at the moment was the cricket match against Australia and people packed around shops in crowds shouting and cheering each time India scored.
They had no idea of what was to come.

The Soviets in their haste had entered coordinates for random nations and one of the targets was New Delhi.
The missile lifted out of the silo and blasted out into space before arcing down toward its destination.

Impact.

Ground zero was between the North Block and the South Block. The fireball swept through the elegant buildings of pink Rajasthan sandstone, which collapsed into molten rubble incinerating everyone inside. The magnificent architectural buildings of the Indian democracy were destroyed within seconds of the blast; India Gate, the Parliament Building, the National Archives, the Supreme Court, then further out with temperatures still almost a million degrees the path of destruction hit Connaught Place, Janpath, and other landmarks of India’s heritage. The glass walls on the newer buildings shattered immediately, with people and furniture instantaneously hurled outside. Then the firestorms reached the flimsier structures, the more densely crowded parts of the city, where people died in the tens of thousands.

Even ten miles away in places like Vasant, Vihar, and Janakpuri, everyone outside was struck with severe burns and houses spontaneously caught fire causing unstoppable firestorms to rage through the slums killing those inside. Within the three-kilometer radius of ground zero nothing survived.
