Concepts of Artificial Intelligence
What is intelligence? Is it a state of self-awareness, self-concsciousness, self-preservation? Can it be created, or is it part of nature?
Artificial intelligence, the creation of intelligence by man for machine. It has been observed that programs do not always behave as humans expect.
Take, for example, a simple program involving dozens of individual programs designed to simulate birds. The bird flock was given a simple task, fly from point A to point B. They did with ease, they all stuck together. Then the same simulation was ran again, except this time there was an obstacle in the way. Again, the birds did it with ease, except this time the flock split in half, each half then rejoined each other. Another simulation was run, each bird was given multiple points to travel to. They did this with ease, however, what was surprising that although no command was given, the birds flew together in a flock.
Do these results not suggest some sort of rudimentary intelligence, perhaps something natural? It is not known why the birds did what they did. Although they were rudimentary, primitive programs, their actions pique interest. Perhaps as more complex programs are developed, more will be learned about the artificiality of intelligence.

People's Republic of America
After Coalition troops have secured most ot the USA, the Russian authorities begun work on creating the provisional government for America. Social and Left-leaning politicians from the former USA met at a convention in New Orleans, and after 2 weeks of work announced the new government of the People's Republic of America.
Hubert Humphrey
President
Humphrey is a strong left-leaning politician. He is not quite socialist, but close to it, and what is more important, has a strong base in the liberal camp, and is one of the leading liberal American politicians that the population might accept as a leader.
Thomas Norman
Secretary of Economics
Norman is a socialist reformer. He was the Russian candidate and the convention did not dare go against them. He is much less popular, but his policies are acceptable for most of the convention since he advocates moderate socialism.
George McGovern
Secretary of State
McGovern is another liberal-leaning politician. Seen as a very agressive diplomat he was the liberal's candidate and was chosen over his socialist counterpart. Russia accepted the candidacy after Gromyko and McGoven talked for a few hours.
Gun Hall
Secretary of Defence
Hall was the leader of the underground Communists of America. He was part of the compromise with the liberals that elected Humphrey. In exchange for having a liberal president Hall was guaranteed a position in the cabinet, and he got the Secretary of Defence.
Since America now has a functioning government in charge of most of America all further diplomacy should be addressed to this government.

The USA has broken off negotiations and refused a peaceful solution to the conflict at hand, therefore Russia will press on with a forceful solution. We urge all nations to recognize the new PRA government as the legitimate government of America and to withdraw your support from the failing Corrupt and Imerpialist former government of America.
Any and all nations that are found to be aiding the former government of the USA or the American Resitance, or will attack Russia or the Coalition in any way, shape, or form, will be enemies of the Coalition and can expect the Coalition to use any and all means necessary against them, including, but not limited to nuclear, biological and chemical weapons.

Brazil is on the whole pleased with events in South America. Our production and well-being is on the rise, our continent stabilizes and we are now ready to protect ourselves from much of the physical harm any nation might inflict upon us (OOC: don't bother looking in the stats its not there

However Brazil is very concerned about the spread of so called World War IV throughout the world. When we are currently paying tribute to CER to stay out of our affaires, we must remain realists nevertheless. Brazil was trully shocked on the way CER used biological weapons against American targets. We realize there's no treaty forbidding that but this makes us more concerned.
Brazil proposes to set up an international conference in Montevideo between CER, USA and the nations thinking of joining the conflict. Our goal would be to find a peacefull solution and peace demands acceptable to both sides.
To USA (secret):
When we are with you in our hearts we fear that you will loose this war. We strongly urge you to come to the Conference and try to work out a deal. IF not you will always have our moral support.
To CER and her allies:
We are trully shocked with the events in America. We pay tribue to you, but being realists we ask ourselves who will be next? Some of our people think it might be SADETO. We strongly ask you to pull out of USA after a peacedeal has been signed. SADETO is thinking about reconsidering the terms of our agreement. This is not a threat, but in case we are attacked SADETO now guarantees a "Kiss from the Grave" to any nation attempting it. We do not want war or even a minor confrontation with CER, but we are forced to adress you in this way, because quite frnkly we are terrified.
To UIA:
Our proposal still stands if you choose to accept it. We might try and convince Spain to sign a peace treaty with you. We also ask that you bring further pressure on CER to sign a treatyacceptable to both sides. We need this peace.
To CU:
When we understand the danger of your statements, we fully approve of the reasons behind it. We urge you to reconsider your statement and try and bring political pressure on CER to sign peace. Nations of the world must fight or talk together with both CER and USA or not at all.
To SADETO members:

Since it was only an ultimatum mr. Gromkyo, and I feel my demands have been met by the US admitting you called your bluff I am officially withdrawing it by the powers of my office. The CER will have to declare war if it wishes so. The CU will stand on the sidelines once again, as my gut instincts told me was best for the CU, we owe the US nothing - they did not even participate in the Vietnam war.
Will the CER attack the CU? I hope your not mentioning the CU in your official speeche against the US must mean there is still a chance of peace.
The CU is willing to pay 3 eco. to the CER for staying out of it's affairs this turn.
I will be attending the peace conference in Montevideo.
