Yes, that is what twincast does. All it does. Also, having multiple promotions with the twincast tag (not that such promotions exist, but you could make them exist) is no better than having just 1.

I'm thinking I'll try to change twincast in my version so that it also doubles the effects of attack spells, and so that it each twincast promotion causes an extra summon/cast of the spell.
