Starting location 31.45 , is a tricky one .
Certainly is a special hidden under the Grassland , but impossible to find it without any other specials visible, since we are near the Ocean is easy to deduct that it should be specials North or South be the Sea.

At random I move my Settlers North, and after 2 turns I find a fish Special , location 27.45 ..may be a 3 or 4 tile special
Washington is Built at location 27.45.
Warriors are built and send to explore.
Warriors discover specials NW and SW of Washington …then 2 whales by the Ocean South of the Capital...should have moved my Settlers south !

By Locating them is easy to figure the location of all Seeds.
I then deduct that Washington is on top of a 4 location special , a NW Pattern ...then Hut Shall be located at 36.52 .
I send my warriors to explore that location .
Black clicking on Locations 32.44 is Ocean ..No Hut .. 30.50 Ocean No hut..and 38.46 Ocean ..No Hut
Warriors tip the Hut ( 36.52 ) and find a None Settler.

My goal was to research up to Railroad, expand and grow in democracy till about 1500 and then eliminate all the rivals hoping for no restarts. . . . . .
At this point I got overconfident (being up all night has a way of dulling some of your senses) and did another revolution with the goal of reestablishing my thriving democracy and bribing my way to the end. What was I thinking? How was I going to deal with the restarts?

This is an interesting question - how can you end a restart game with a democratic govt (aiming for a better GOTM score)? I also went thru a fairly short Fundy phase (which I probably didn't even report) to raise gold for aqueducts and demo-growth-stuff. IIRC I killed off all but one civ in that phase, and that civ had respawned twice already. So, I guessed that the respawns were over, and switched to Demo for a few turns. But I was also overconfident, expecting to bribe the last city and end the game. My Senate said "no", of course.

I revolted into anarchy, started a war by attacking a unit outside the last city, switched back to demo for the points (same turn), and then razed the last city. Luckily, I was right about it being the last respawn (I doubt that was 100% guaranteed).

Probably, it's better to start the war before leaving Fundy (to avoid the wasted turn in anarchy). But I'm not sure that'd be foolproof either - the AI might make contact and ask for peace during the demo phase. So.... Does anyone know the "right way" to do this?
 
Its all in the timing! Do a normal revolt in a Oedo year as usual. Than change gov to fundy or commie (fundy is best, doing nasty stuff does not hurt your rep as much), declare and fight your war(s). When the last AI is destroyed, than change your gov back to Democracy, all in the same turn.
