i was reading today about airplane companies and how they get contracts from the gov so i started thinking :eek:

i think maybe Civ4 should be instead of having you select what to build and then you get shields and presto you have the building i think your gov should give contracts on things you build. like say i'm playing as the Americans and i want to build a temple then i go to the production box and click it then some screen comes up with different people you can give a contract to build the temple with different amount of money needed and time required. so if you have more money you will buy a more expensive contract which will mean less time to build the temple. or you can have just one group and pay them money and the more money you pay them the less time it takes to build the temple :D for units you do the same except order how many units you want and pay more the more units you buy but money still affects time needed to build the orders like say their is america and india. both hire a company for a contract that states they both want 50 jet fighters. now the americans pay 10 gpt for 50 turns while india pays 10 gpt for 100 turns. now you see the contracter willl deliver the 50 jet fighters faster to the indians then to the americans :lol: also instead of gpt you could pay in lump sum if you want.
the contracted company also says to india and america the base price for the 50 jet fighters is 10 gpt for 10 turns or 5 gpt for 20 turns and you can make it flexible for both time and money but you would have to pay over the time limit or gpt to get the deliveries faster ;)

i hope you understood this because i think this would make the game more fun if you ask me :mischief:
 
Galactic Civ had a scheme like this for rush builds
 
problem is that cant apply to ancient days when they didnt have goverment contracts but the goverment just builteverything
 
Conlonel, gov. actually gave money to people to build buildings for them so you can call that contracting. and anyways i don't see whats the matter about giving ancient age contracts because even if it didn't happen then, Civ3 doesn't have to be releastic like a warrior takes what 50 years to travel 1 mile and in the modern age the warrior takes less than a year to travel 1 mile so this still can be implented hopefully.

and if you still don't agree to me then they should make a tech that is called Contracting in the Middle Age where you can contract but before that the gov. has to build the improvement.
 
As someone who works in acquisition in the government, I'm having a hard time seeing how this idea would improve the game. I play Civ III to forget about work- please don't inflict my life upon others.

I agree with Pook even though I do not work with Government Contracting - yet.
 
Having glanced at the DAWIA certification process for aquisition professionals, I decided to bail out that career for a much better one.
 
Maybe there should be different models for different ages.

Ancient Units(Trained):
A settlement can train up to one unit every two turns. What can be built is based upon what is built in the city.
Ancient Units(Mercenaries):
Whenever units are disbanded, they don't disappear but enter the mercenarie pool. There is also a number of natural mercenaries. Mercs cost more to maintain, but might buy equipment from your facilities when hired. What kind of units are hired are based upon the city where you choose them to enters facilites.
Ancient Buildings(Government):
The number of turns it takes to build a building is based upon total shields produced and the building cost. Its no like the current system, where you have to accumulate a certain number of shields. Imagine, your production makes buildings built in 5 turns and the Colleseum requires 2 times the resources. That means it will take 10 turns. Max one project per settlement.
Ancient Buildings(Hired Labour):
You pay extra gpt to create extra production in settlement, reducing the time required to build.

Middle Units(Trained):
Training Facilites(Barracks) are required to train units. Takes 1 turn and the unit type is determined by facilities. Multiple training facilites in settlement allow multiple units to be bulit.
Middle Units(Mercenaries):
LIke Ancient era, but a ton more mercs avaliable.
Middle Buildings(Government):
Same as Ancient, but pop size and techs allow you to build multiple projects at a time with same production rate.
Middle Buildings(Hired Labour):
Same as Ancient, except you choose which projects get extra labour.

Industrial Units(Trained):
Cities that are connected by RR are assumed to share the same resources(training facilites, any other). Based on population, WW, militarism, you will have a certain amount of enlistees avaliable to train. AFter that you pull out conscript troops(no pop lose). Same constraints on number of units that can be trained at once.
Industrial Buildings(Growth Model):
Now population pressure provides much more construction resource then the government. This natural presence of construction industry adds to production in fast growing cities. Now food and industry are added into the production formula. You can start a plethora of projects at the same time.
Industrial Buildings(Subsidize):
Allows you speed up projects you are building.
Industrial Buildings(Contract):
Alllows you start projects beyond limit for price based on completion time.

Modern Units(Trained):
Like Industrial, but capacity much greater. Reservists will also appear after Enlistees and before Draftees. Airports and Ports will allow shared resources and training ground.
Modern Buildings(National Growth Model):
Production can be transferred. Add trade into the construcion model.
Modern Buildings(Subsidize):
Same as industrial.
Modern Buildings(Contract):
Same as industrial.

Solunds complicated, so gve any suggestion on what to change.
