Governments - where am i going wrong?

First off ITS JUST POSSIBLE THAT THERE IS A BUG IN MY Civ2.

Cos when i click HELP, or the Civipaedia for UN i get University come up, even if i have UN and i force a revolution, ANARCHY insues. To compenstae for this, i am considering CHEATING - purely to change governments smoothly when i have UN. Or am i missing something?

Secondly i am still on a steep learning curve. I am gonna try a few games with 7 oppononents on PRINCE level....... which will be my hardest test yet.

Governments.
I still have not got the hang of, i usually just switch twixt Communism and Fundamentalism... Communism for science, Fundamentalism for funds to help the war effort and to keep the civs happy.

I have heard that republic is a real sod to play. But i have no luck with democracy either..... EVEN when i have won the game, and every thing is A - OK, i have tried switching to DEMOCRACY a few turns before 2020AD to put luxuries at 100% and earn some more HAPPY POINTS, and i still fall down.

I am rambling now, aren't I?

The UN doesn't allow you to change governments smoothly for that chestnut I believe that you need the statue of Liberty. As for the bug with the civilopedia, I don't know what is going on there.

With your problems on government types, you need to be a little more specific, you say that you are failing how are you failing exactly. Post here and I will try to help although some of the others are probably better qualified than me.
 
I always consider Republic/Democracy to be the advanced player governments, because they are the hardest to learn how to maximize their usage, but once you get the hang of it, they are also the most powerful and most rewarding.
 
It is the Statue of Liberty which allows smooth transition of govt - but you always get one turn of anarchy, and then can choose a new govt at the end of that turn.

As for rep and demo, the key is getting Michaelangelo's Chapel - that means your new cities will stay happy long enough for you to have put some improvements in. For demo, Women's Suffrage is pretty essential. Basically, in those govts, you need to be much more peaceful, but you can concentrate on developing techs which will allow you to crush your opponents.

Not sure why you are failing with luxuries at 100%, unless you have a huge army all supported from one city <IMG SRC="http://forums.civfanatics.com/ubb/smile.gif" border=0>

I've always used republic and democ to up civ size and science growth. try to make sure you build mike's chapel and women's sufferage to lower unhappiness.
 
Whenever you select "REVOLUTION" you are immediately in anarchy. Do your self a favor and use the attitude advisor to conduct a "city sweep" to make sure none of your cities are revolting before you end your turn. (A revolting city gets no shield or trade arrow credit.) You will probably have some cities starving for a while, but that's okay. After you have selected your new gov, go back to attitude advisor and sweep through again to put your entertainers back to work.

Also, whenever you select 100% lux you lose any benefit gained from marketplaces, banks,... Always leave at least 10% in tax for your banks etc. to work also.

Sulla, marketplaces, banks & stock exchanges affect Luxuries the same way they affect Taxes. The only sure way to lose out completely on their benefit is to make Science 100%.
 
Magnus, I stand corrected. I thought I remembered having the the problem with 100% Lux also. BTW do you get your name from Pompey?
